BACKGROUND AND DISCUSSION
The public hearing item to adopt the Fiscal Year 2018-19 Municipal Fee Schedule and 2018-19 Park in Lieu Fee Schedule for New Residential Development was scheduled for the Council meeting on April 24, 2018. In response to concerns received regarding the park fees, the item was continued to the May 8, 2018 Council meeting.

Staff has since determined that the park fees will require additional review and outreach, and the timeline to complete will extend beyond May 8. The Municipal Fee Schedule is now being brought forward as a stand-alone item, and not including the park fees, for Council consideration.

For the proposed FY2018-19 Park in Lieu Fees, staff will review feedback already received and the analysis completed to calculate the fees, and make modifications as necessary. Once the review is complete, staff will conduct additional outreach to allow for public comment and feedback. Upon that outreach, staff will determine next steps and plans to return to the City Council with an update in the July/September timeframe (given that August is the City Council recess). The prior year Park in Lieu Fees will remain in place until staff returns with the updated FY 2018-19 Park in Lieu Fees.

FISCAL IMPACT
The Proposed 2018-19 Municipal Fee Schedule moves the City toward full cost recovery for services rendered. As a result of the continuance to May 8, Development Impact fees will become effective July 8, 2018 instead of July 1, 2018 in order to meet the 60 day waiting period per Government Code Section 66017.
