BACKGROUND
In 2016, City staff applied for grant funding from the Transportation Fund for Clean Air (TFCA) 40% Program Manager Fund for the Bowers Avenue Traffic Signal Interconnect and Coordination Project (Project). Sixty percent of the annually available funds are administered by the BAAQMD and the remaining forty percent are returned to Bay Area counties, which in Santa Clara County are administered by Valley Transport Authority (VTA) and are awarded on a competitive basis. TFCA 40% Program Manager Fund provides grants to local governments for projects that will reduce air pollution and improve bicycle and pedestrian facilities.

In July 2016, the City of Santa Clara was notified by VTA that they would receive grant funding in the amount of $590,000 for the Project, and that the City match is $260,000. The Project will upgrade existing traffic signal cabinets and controllers for multiple traffic signals along Bowers Avenue between Highway 101 and El Camino Real. The Project entails the installation of a fiber-optic cable communication network between signals for this segment of Bowers Avenue. This will enable coordination and communication between the City's traffic management center and individual traffic signals. The Project will also implement multiple time-of-day coordination plans to improve traffic flow.

DISCUSSION
The City is in need of consulting services to assist with the design of the Project. A Request for Proposal (RFP) was issued in December 2017 to solicit proposals from an on-call list of traffic consultants. Two proposals were received.
