BACKGROUND
On December 15, 2015, City Council approved a Development Agreement for the Santa Clara Square Residential/Mixed Use Project located at 2600 Augustine Drive. Section 4.12 of the Development Agreement provides that a voluntary contribution will be made by the developer, Irvine Company in the amount of $800,000 for the purchase of a vehicle by the Fire Department.

DISCUSSION
The Fire Department determined that a hazardous materials response vehicle was needed and that the Irvine Company contribution would be used for that purpose. The vehicle was purchased using another public agency's contract in accordance with section 2.105.290 of the City purchasing ordinance. Funds were received by the City on September 22, 2016, and the vehicle was placed in service in October 2018.

The new hazardous materials response vehicle provides enhanced community protection from hazardous materials spills and other related emergencies, and has been outfitted with the most current equipment and technology. Vehicle enhancements include the addition of an onboard command center, a mobile laboratory for chemical analysis, and specialized equipment to contain large chemical spills.

ENVIRONMENTAL REVIEW
This is an informational report only and no action is being taken by the City Council, therefore it does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

FISCAL IMPACT
There is no cost to the City other than administrative staff time and expense, as the cost of the vehicle was covered by the Irvine Company contribution payment.
