BACKGROUND
In June 2016, Council approved three years of financial support for Healthier Kids Foundation (HKF) in the amount of $70,000 per year for services focused on health and dental screenings and health education programs for Santa Clara residents. The City's annual Memorandum of Understanding (MOU) with HKF requires quarterly updates. The Fiscal Year (FY) 2018-19 first quarter report is attached.

DISCUSSION
According to the report submitted by HKF, HKF's progress toward accomplishment of its annual measurable objectives indicated: Vision First screenings at 25% of goal, Hearing First screenings at 7% of goal, Dental First screenings at 28% of goal, and attendance at 10 Steps for Parents at 19% of goal. In FY2018-19, HKF strives to assist 1,000 children in obtaining glasses, 500 children in getting appropriate dental care and 500 children in obtaining appropriate hearing services. HKF will also target a minimum of 200 parents to attend at least one "10 Steps to a Healthy You!" class. Staff met with HKF in early December 2018 to discuss additional efforts, focus on scheduling additional screening sites, and more marketing of the program in order to better meet goals in FY2018-19.

The City of Santa Clara Challenge Team continues to bring stakeholders together to discuss the health and wellness of Santa Clara's Youth. The Challenge Team meets on the second Wednesday of every month from 12:00-1:30PM at the City's Community Recreation Center (969 Kiely Blvd., Santa Clara).

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
