BACKGROUND
Annually, the Santa Clara Valley Transportation Authority solicits project proposals from cities for Transportation Development Act Article 3 grant funding. The VTA will then submit a recommended list of projects to the Metropolitan Transportation Commission for their approval. For fiscal year 2018/19 TDA funding, the City submitted an application for $600,000 for the design and construction of the Lafayette/Bassett Bike Lane Project. This project will install a class II bicycle facility along the Lafayette/Bassett corridor from Agnew Road to Central Expressway and is listed in the City's current bicycle plan. At the March 26, 2018 Bicycle and Pedestrian Advisory Committee meeting, the BPAC recommended that staff apply for TDA grant funds for this project for fiscal year 2018/19. On May 22, 2018, the City Council passed resolution 18-8523 authorizing the filing of the application for TDA Article 3 funds. Funding for this project was approved by MTC on July 25, 2018.

DISCUSSION
As this is a new Capital Improvement Program project, staff recommends that the City Council approve the addition of the project to the fiscal year 2018/19 CIP budget, recognize the $600,000 as revenue, and appropriate $600,000 for the delivery of this project. TDA funds must be expended by June 30, 2021.

Subsequent to the application for TDA funding last year, staff has observed that recent construction bids on City projects have increased dramatically due to the economy and bidding environment. As a result, staff will propose that the City Council approve a resolution to apply for approximately $224,000 of additional FY 2019/20 TDA funding to supplement the project.
