BACKGROUND

At the May 7, 2019 City Council meeting, staff presented work plan and charter review committee appointment process alternatives for City Council consideration and recommendation.  

 

The City Council approved (1) directing staff to begin recruitment of a Charter Review Committee with the same eligibility requirements as a Board/Commission applicant, (2) appointing a seven-member commission with one member from each of the current six districts,  and one at-large member; if a district does not receive any applicants, then the appointment for that seat opens to at-large, and (3) setting a process for City Council to interview all applicants in each particular district and appoint one member per district and appoint one at-large member from the un-selected applicants.

 

DISCUSSION

The City Clerk’s Office has received a total of 19 applications (attached according to district) from the following candidates by the submission due date of June 28, 2019. The Registrar of Voters Office has confirmed Registered Voter Status for all applicants, therefore they have met the application requirements.

The City Council directed staff to follow the Boards and Commission application process. The City Charter does not allow employees to serve on the Planning Commission, Parks and Recreation Commission, Civil Service Commission and the Board of Library Trustees. However, the Charter does not prohibit City employees from serving on an ad hoc commission for review of a City Charter revision with respect to elections. Thus, it is at the Council’s discretion to proceed with consideration of the employee applicant.

 

Attached are the Voting Guidelines (Attachment 1) for the appointment to Boards and Commissions which outline the process for conducting interviews and casting votes by Council.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

 

FISCAL IMPACT

There is no fiscal impact other than administrative expense.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
