Action on Designating a Voting Delegate for the League of California Cities 2019 Annual Business Meeting

BACKGROUND
The League of California Cities (League) Annual Conference will be held on October 16-18, 2019, in Long Beach, California. The Annual Business Meeting is scheduled for October 18, 2019, at 12:30 p.m.
During the conference, the League will hold its Annual Business Meeting where the membership will act on Annual Conference Resolutions that establish League Policy. Annual Conference Resolutions guide cities and the League to improve the quality, responsiveness, and vitality of local government in California.
The City of Santa Clara is a full voting member of the League. In order to vote at the Annual Business Meeting, the City Council must designate a voting delegate and up to two alternate voting delegates. Article V, Section 3 of the Bylaws for the League of California Cities (Attachment 1) provides that each city is entitled to one vote in matters affecting municipal or League policy. Further, the voting delegate and alternate(s) must be registered to attend the conference, or they may register for the Annual Business Meeting only. Standard City practice is for the Mayor to serve as the Voting Delegate and for the two Councilmembers with the highest seniority to serve as the alternate voting delegates.
DISCUSSION
The League is requesting that the City of Santa Clara designate a voting representative and up to two alternates who will be present at the Annual Business Meeting and that the 2019 Annual Conference Voting Delegate/Alternate Form (Attachment 2) be returned by October 4, 2019.
Mayor Lisa M. Gillmor and Councilmember Debi Davis are both registered to attend the 2019 League Annual Conference.
