BACKGROUND

The City of Santa Clara received a Caltrans Sustainable Communities Transportation Planning Grant in December 2017 to develop the City’s first Pedestrian Master Plan (Plan) project. In August 2018, the City selected a consultant, Alta Planning + Design, to assist in the development of the Plan. City staff along with Alta Planning + Design attended the December 14, 2018 ADA Committee meeting to introduce the project, which included a description of the purpose of the Plan, how the Plan would be developed, and upcoming outreach events regarding the project. Additionally, staff solicited feedback regarding the existing pedestrian environment in Santa Clara and how it could be improved. DISCUSSION

After a yearlong effort to engage the community and stakeholders, the Plan is ready for public review and comment. The Draft Public Plan was posted to the City’s website on September 11, 2019. This public draft version of the Plan is the culmination of an extensive community outreach process to develop the Plan through a series of public workshops and online tools for capturing input from residents and street network users. This Plan will ultimately establish a long-term vision for improving pedestrian travel in Santa Clara through policy, program, and project recommendations. The Plan recommends over 100 projects which include intersection spot improvements, ADA curb ramp improvements, and installing new sidewalks where there are currently sidewalk gaps within the Plan’s priority pedestrian zones. City staff will present the Draft Public Plan (Attachment 1) to the ADA Committee and solicit feedback on the Plan.
