2020 Annual Street Maintenance and Rehabilitation Project Complete Streets Review (Shariat)

BACKGROUND
In August 2018, staff presented to the Bicycle and Pedestrian Advisory Committee (BPAC) the proposed list of City streets scheduled to receive pavement surface treatment (i.e. pavement maintenance) in FY 2018-2019 and FY 2019-2020. BPAC members reviewed this list for the purpose of ranking streets as candidates for adding bicycle facilities based on the current Bicycle Plan at the time. Based on staff proposals, the BPAC voted to add bicycle facilities to the following three street segments:
1. Market Street from Monroe Street to the Alameda (Class III bike route)
2. Lick Mill Boulevard from Tasman Drive to Hope Drive (Class II bike lanes)
3. Lick Mill Boulevard from Hope Drive to Montague Expressway (Class III bike route)
Based on recent design plans, staff recommends a change in the proposed bicycle facilities for the portion of Lick Mill Boulevard between Tasman Drive and Hope Drive. Due to the need to remove parking for large portions of this segment to accommodate a Class II bike lane, staff recommends that this portion of Lick Mill Boulevard be changed to a Class III bike route. Removal of parking will require City Council approval, which in turn requires additional community outreach and coordination. As currently designed, the proposed Class III bike route will accommodate the potential future upgrade to the newly adopted bicycle plan recommendation for a Class IV bicycle facility without requiring relocation of existing striping once parking is removed.
Additionally, in October 2018, City staff presented to the BPAC a proposed list of bicycle projects for staff to apply for Transportation Fund for Clean Air (TFCA) grant funding.
