BACKGROUND
On March 30, 2020, the U.S. Department of Justice, Office of Justice Programs and Bureau of Justice Assistance released a grant solicitation for the Coronavirus Emergency Supplemental Funding Program (CESF).
The CESF Program is intended to provide funding to assist eligible states, local units of government, and tribes in preventing, preparing for, and responding to the coronavirus. Funds awarded under the CESF Program must be utilized to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of inmates in state, local, and tribal prisons, jails, and detention centers.
DISCUSSION
The Police Department (Department) submitted a CESF Program application for $39,923 to fund the purchase of equipment to mitigate the spread of infectious diseases.
As a result of the coronavirus, the Department learned we do not have an effective way to sterilize our vehicles, temporary holding facility, locker rooms, restrooms, gym and public rooms. Removing infectious organisms from both surfaces and air will be a necessity moving forward, particularly eliminating the harmful contaminants and unpleasant odors (e.g. vomit, blood, feces, urine, saliva, semen, skin cells, hair, sneezing, coughing, parasites, etc.).
