BACKGROUND

The Parks & Recreation Commission periodically forms subcommittees (must be less than a quorum) to address a specific topic or commission goal that requires additional work or research between the regular commission meetings.  Subcommittee work falls under the Commission governance, are ad-Hoc and subject to the Brown Act.  They are limited to work on a single item and are timebound, providing updates on progress at the regular commission meetings.

 

In FY2019/20 the Commission formed a subcommittee to support the Commission Work Plan Goal “(d) Provide leadership and guidance for a community input and outreach phase for a new 30+ acre community park in the north of the City.”  The City has set aside a 34.93 acre parcel of land (APN 104-01-102), previously part of the city’s Santa Clara Golf & Tennis Club (SCG&TC) and closed landfill, for the future development of a community park. The Commission will continue planning for community outreach in FY2020/21. 

 

DISCUSSION

In FY2019/20 the subcommittee was comprised of Commissioners Knaack, Martinez, and LaCoursiere.  Commissioner LaCoursiere has completed her two four-year terms of service on the Commission; and, as of August 2020, Council has appointed new commissioners to fill the Commission vacancies.

 

It is advised that the Ad-Hoc sub-committee be formed for the duration of the FY2020/21 term and up to three members be solicited and appointed by the commission by consensus.  This will enable work to continue on developing community input strategies and a potential schedule for the community outreach phase of community park development. 

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

 

FISCAL IMPACT

There is no fiscal impact associated with this item other than administrative cost and expense.

Public contact was made by posting the Parks & Recreation Commission agenda on the City’s official-notice bulletin board outside City Hall Council Chambers.
