BACKGROUND

At the December 2018 Bicycle and Pedestrian Advisory Committee (BPAC) meeting, BPAC Member Kratz requested to have the BPAC discuss “BPAC Development Review Threshold” as part of the list of items for future discussion. In the past, the BPAC has been given the opportunity to review and provide comments on large development projects at an early stage of their development. Member Kratz would like to have the BPAC be more involved in the early review of more projects in Santa Clara and would like to set a recommended threshold for the size of projects being presented to the BPAC for their review. Currently, staff evaluates development projects to determine if these projects should be presented to the BPAC. Typically, staff have presented to BPAC on very large projects such as Related Santa Clara (i.e., City Place) and would also include projects that will likely have a significant bicycle and pedestrian component included. Finally, specific plans such as the draft El Camino Real Specific Plan have been presented to the BPAC for comments. At the September 21, 2020 BPAC meeting, it is recommended that the BPAC discuss this item and provide feedback to staff for further review and consideration. Please note that BPAC recommendations related to this item will be reviewed by City staff to ensure that development projects continue to receive efficient, timely, and cost-effective development review services from the City.
