2021 Annual Street Maintenance & Rehabilitation Project Complete Streets Review (Shariat)

BACKGROUND
This project is identified as the 2021 Annual Street & Rehabilitation Project (Project) and includes the list of City streets scheduled to receive pavement surface treatments (i.e. maintenance) in 2021. The current design plans (Attachment 1) at the 65% level are currently being reviewed by the Department of Public Works' Traffic Engineering Division for striping, bicycle detection and roadway geometrics. The project is scheduled to be advertised for bidding in the fall of 2020.
As set forth by the City of Santa Clara's Complete Streets Policy, relevant transportation projects shall be taken to BPAC for comments and recommendations to ensure Complete Streets features are contemplated or incorporated into a project. Relevant transportation projects include significant development, bicycle or pedestrian, or resurfacing projects. In compliance with the Complete Streets Policy, the Project plans are attached for your review and comment.
Included in the project street list (Attachment 2) is bicycle facilities recommended by staff based upon the 2018 Bicycle Plan Update and consideration for any necessary removal of parking or roadway reallocation. It should be noted that typically this list of streets would have been brought before the Committee prior to the Complete Streets Review. However, do to the current COVID-19 situation, staff was unable to present it for the Committee's action before this current meeting. Staff is requesting that the Committee review these recommendations for comments and approve those streets recommended for the inclusion of bicycle facilities with this Project.
