Recommendation:  
Nominate and select a Chair and Vice Chair for the Youth Commission for  
the FY 2025/26 term.

Commission Arias Hernandez, to elect Commissioner Martin for the  
Chair position, Commissioner Gaidhani for Vice Chair position. The

GENERAL BUSINESS  
Discuss and Take Action on Youth Commission FY 2025/26 Work Plan &  
Goals  
Recommendation:  
Discuss and take action on the activities and efforts in support of the Youth  
Commission’s Work Plan & Goals for FY 2025/26.  
Commissioners prioritized three themes for the FY2025/26 Work Plan:  
Youth Empowerment, Community Building, and Civic Engagement. The  
first committee meetings took place on October 14th after our monthly  
meeting at the Youth & Teen Center. Each committee will discuss specific  
goals and activities to promote their respective theme.  
A motion was made by Commissioner Upplapati seconded by  
Commissioner Rong that this item be recommended for approval.

STAFF REPORT  
Gayle Ichiho, Recreation Supervisor , announced that the Parks &  
Recreation Department will be hosting a Children's Halloween Party on  
Saturday, October 25th at Central Park from 12:00 p.m. to 4:00 p.m.. This  
free event is designed for children ages 10 and under and their  
families.The party will feature food trucks, carnival games, Trick or Treat  
Row, inflatable attractions, a petting zoo, pumpkin walk, and live  
entertainment. We are currently recruiting high school volunteers to assist  
with event operations and activity stations. Volunteers are essential to  
successfully executing this community event.  
COMMISSIONERS REPORT  
Commissioner Israni attended the State of the City event and talked  
about the opportunities to volunteer for the Superbowl and FIFA World Cup  
events coming to Santa Clara in 2026. Commissioner Gaidhani  
attended an education town hall meeting at Cupertino High School for  
Congressman Ro Khanna. Learned about how local representatives act  
and address local public concerns in Congress and heard about current  
Congressional projects. Commissioner Madriaga recognized a fellow  
student from Wilcox High School, Isaiah Mendoza, passed away on  
September 20, 2025. Wilcox High school hosted a candlelight vigil on  
campus for him and his family.

Commissioner Arias Hernandez to adjourn the meeting at 7:12 p.m.  
The next scheduled meeting of the Youth Commission on Tuesday,  
November 18, 2025 at 6:00 p.m.

MEETING DISCLOSURES  
The time limit within which to commence any lawsuit or legal challenge to any quasi-adjudicative decision made by the City  
is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter limitation period is specified by any other  
provision. Under Section 1094.6, any lawsuit or legal challenge to any quasi-adjudicative decision made by the City must  
be filed no later than the 90th day following the date on which such decision becomes final. Any lawsuit or legal challenge,  
which is not filed within that 90-day period, will be barred. If a person wishes to challenge the nature of the above section in  
court, they may be limited to raising only those issues they or someone else raised at the meeting described in this notice,  
or in written correspondence delivered to the City of Santa Clara, at or prior to the meeting. In addition, judicial challenge  
may be limited or barred where the interested party has not sought and exhausted all available administrative remedies.  
If a member of the public submits a speaker card for any agenda items, their name will appear in the Minutes. If no  
speaker card is submitted, the Minutes will reflect "Public Speaker."  
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of Santa Clara
