Raesfeld Power Plant, in an Amount Not-to-Exceed $354,208

Recommendation:

1. Determine that the proposed actions are exempt

from CEQA pursuant to Section 15302 (Class 2

-Replacement or Reconstruction) of Title 14 of the

California Code of Regulations;

2. Authorize the City Manager or designee to issue

Purchase Orders to Celeros Flow Technology,

doing business as Flow America, LLC, in

substantially the form attached to this Report to

Council, for a maximum compensation of

$354,208, for the purchase of two replacement

Pressure Reducing Desuperheating valves for the

Donald Von Raesfeld Power Plant, subject to the

appropriation of funds and review and approval as

to form by the City Attorney; and

3. Authorize the City Manager or designee to take

any actions as necessary to implement and

administer the Purchase Orders, and to negotiate

and execute amendments to the attached

Purchase Order to make de minimis changes,

subject to the above maximum compensation limit

and review and approval as to form by the City

Attorney.

Action to Authorize the City Manager to Execute an Agreement

with the City of San José Regarding Fiber Optic Cable and

Conduit Where the City of San José Will Provide Construction

Services Not-to-Exceed $379,000 and Authorization to Enter

Into a Dark Fiber Lease Agreement With the Santa Clara Unified

School District

Recommendation:

1. Determine that the proposed actions are exempt

from CEQA pursuant to section 15302 section

15303 (Class 3 - New Construction) of Title 14 of

the California Code of Regulations;

2. Authorize the City Manager or designee to execute

the Agreement between the City of Santa Clara

and the City of San José Regarding Fiber Optic

Cable and Conduit to allow the City of Santa Clara

to install and use fiber optic cables in the City of

San José’s existing conduits, for a not-to-exceed

amount of $379,000, subject to the review and

approval as to form by the City Attorney;

3. Authorize the City Manager or designee to

negotiate and execute a Dark Fiber Lease

Agreement between the City of Santa Clara and

the Santa Clara Unified School District (SCUSD)

to lease dark fiber in the boundaries of the City of

San José in substantially the form attached to this

Report to Council, subject to the review and

approval as to form by the City Attorney; and

4. Authorize the City Manager or designee to (1)

take any action as necessary to implement and

administer the above agreements, (2) amend the

Dark Fiber Lease Agreement to include additional

SCUSD schools, and (3) amend both agreements

to make non-substantive modifications, subject to

the review and approval as to form by the City

Attorney.

Rebecca J. Selden and Kris Kapadia to the

2. Declare eight (8) vacancies to fill the following full

terms: (a) Seven (7) full terms ending June 30,

2030, one on the Board of Library Trustees, one

on the Civil Service Commission, one on the

Cultural Commission, two on the Historical and

Landmarks Commission, one on the Parks and

Recreation Commission, and one on the Senior

Advisory Commission; and (b) One (1) partial term

ending June 30, 2028, on the Senior Advisory

3. Set the recruitment to open on Friday, March 6,

2026;

4. Set Friday, April 24, 2026, by 5:00 p.m. as the

application deadline; and

Action to Approve a Civic Event at Levi’s Stadium and Related

Budget Amendment for the use of Stadium Authority

Discretionary Fund Monies

Recommendation:

1. Stadium Authority Board action to approve a

community Civic Event at Levi’s Stadium to be

hosted on February 28, 2026;

2. Stadium Authority Board action to approve a

budget amendment in the Stadium Authority

Operating Budget from the Discretionary Fund

Reserve to fund a civic event at Levi’s Stadium in

an amount of $1 million; and

3. Stadium Authority Board and the City Council

action to Authorize and direct the Executive

Director, on behalf of the Stadium Authority, and

the City Manager, on behalf of the City, to take

such additional actions as are necessary and

appropriate to implement the Civic Event,

including negotiating the terms of any required

agreements, in final forms approved by Agency

Counsel/City Attorney.

Recommendation:

1. Determine that the project falls within the scope of

the 2010-2035 General Plan Environmental Impact

Report pursuant to CEQA Guidelines Section

15168(c)(2); and

2. Adopt a resolution to amend the General Plan to

update the Historic Resource Inventory list in

Appendix 8.9 of the General Plan.

Public Hearing: Reconsideration of the Council “No-Action” on

the Appeal (PLN25-00362) of the Planning Commission’s Denial

of a Modification to a Conditional Use Permit (PLN24-00392) to

Modify Existing Conditions of Approval for the Existing Subaru

Dealership Located at 3225 Stevens Creek Boulevard

Recommendation:

Affirm the Planning Commission’s decision and adopt

a Resolution denying the Modification to the

Conditional Use Permit to change existing Conditions

of Approval for the existing Subaru Dealership at

3225 Stevens Creek Boulevard that would have

allowed trash pick-up on Cecil Avenue, subject to

Findings and Conditions of Approval.

Public Hearing: Action to Waive First Reading and Introduce the

Citywide Objective Design Standards for Multi-Family and

Residential Mixed-Use Projects Ordinance Updating the Santa

Clara Zoning Code

Recommendation:

1. Determine that the project falls within the scope of

the January 31, 2023 Addendum to the 2010-2035

General Plan Environmental Impact Report,

implementing the City’s Housing Element,

pursuant to CEQA; and

2. Waive First Reading and Introduce the Citywide

Objective Design Standards ordinance in the form

presented adding new Chapter 18.37 Objective

Design Standards for City-wide Multi-Family and

Residential Mixed-Use Projects to the City Code.
