BACKGROUND AND DISCUSSION
The Charter of the City of Santa Clara California (City Charter) Section 1010 established the Civil Service Commission, consisting of five members to be appointed by the City Council from the qualified electors of the city, none of whom shall hold any paid office or employment in City government. City Charter Section 1011 (a) charges the Civil Service Commission with the duty of providing qualified persons for appointment to the service of the City, (b) to act as Board of Review to hear petitions by civil service employees, and applicants for civil service positions, and to grant or deny such petitions, and (c) perform other such duties as may be required by the civil service rules and regulations. Pursuant to the provisions in the City Charter regarding Civil Service (Article XI), appointments and promotions in the service of the City shall be made according to merit and fitness, to be ascertained, so far as practicable, by competitive examination. The rules and regulations governing the administration of the City civil service system, titled Civil Service Rules and Regulations, were adopted by the City Council on November 28, 2000, and are set forth as an attachment to this report.
At the August 8, 2024 Civil Service Commission (Commission) meeting, staff will provide the Commission a presentation on its role and purview, including an overview of the classified employment process and the routine matters brought to the Commission for approval. As an informational report, no action is required.
