BACKGROUND
Senate Bill 350 (Chapter 547, Statutes of 2015) (SB 350) requires publicly owned utilities (POUs) with an average annual load greater than 700 gigawatt-hours, to adopt an Integrated Resource Plan (IRP) and update the plan at least once every five years. POUs must then submit their IRP to the California Energy Commission (CEC) for their review. The CEC is required to review the IRPs for consistency with Public Utilities Code Section 9621 and recommend corrections to any deficiencies in the plans. The CEC formally adopted guidelines in August 2017 and has amended them several times with the latest revision occurring in October 2018. Silicon Valley Power's first IRP was approved by the City Council on November 27, 2018, which was submitted to the California Energy Commission (CEC) on April 26, 2019.

IRPs are electric system planning documents that lay out a POU's resource needs, policy goals, physical and operational constraints, and general priorities, and proposed resource choices, including customer-side preferred resources. These plans help the CEC evaluate how utilities have chosen to meet greenhouse gas (GHG) emission reduction targets and other policy goals outlined in SB 350, including but not limited to:
* Reductions in electricity sector GHG emissions commensurate with economy-wide reductions of 40 percent below 1990 levels by 2030;
* A Renewables Portfolio Standard of 60 percent by 2030; and
* Energy efficiency, energy storage, and vehicle electrification policy goals.

SVP's IRP must be designed to comply with GHG emissions reduction targets established by the California Air Resources Board (CARB) for the electricity sector, in coordination with the California Public Utilities Commission (CPUC) and the CEC.
