BACKGROUND
The City Code provides that each board or commission shall hold regular meetings at times and on days established by resolution of the City Council, which may be amended from time to time by subsequent Council action. Adopted in 1987, Resolution No. 5195 originally set the regular meeting dates and times for the Cultural Commission, the Senior Advisory Commission, and the Parks & Recreation Commission. Resolution No. 6047 later established the Youth Commission’s regular meeting schedule. Since that time, the City Council has adopted additional resolutions updating the commissions’ regular meeting schedules to meet the needs of each commission and the community.
DISCUSSION
Each year, the City publishes an annual schedule of regular meetings for the City Council, Boards, and Commissions. The purpose of this item is to establish the 2026 Schedule of Regular Meetings for the Cultural Commission, Youth Commission, Senior Advisory Commission, and Parks & Recreation Commission. To streamline the process, this report consolidates all four (4) commissions’ proposed meeting schedules into one Council item, with four separate resolutions for review and approval.
Commissions currently meet by adopted resolution on the following schedules:
• According to Council Resolution No. 19-8667, the Cultural Commission meets eleven times per year on the first Monday of each month at 7 p.m., except when such day falls on a City holiday. On October 6, 2025, the Cultural Commission recommended that Council adopt the proposed resolution setting its 2026 schedule of regular meetings (Attachment 1).
• According to Council Resolution No. 19-8771, the Youth Commission meets on the second Tuesday of each month from January to May and September to December at 6 p.m. On October 14, 2025, the Youth Commission recommended that Council adopt the proposed resolution setting its 2026 schedule of regular meetings (Attachment 2).
• According to Council Resolution No. 24-9340, the Senior Advisory Commission meets on the third Monday of each month from January to November at 5 p.m. On October 20, 2025, the Senior Advisory Commission recommended that Council adopt the proposed resolution setting its 2026 schedule of regular meetings (Attachment 3).
• According to Council Resolution No. 20-8918, the Parks & Recreation Commission meets eleven times per year on the third Tuesday of each month at 7 p.m. On June 25, 2024, the City Council adopted Resolution No. 24-9337, changing the regular meeting day to the second Monday of each month at 7 p.m. to avoid conflicts with City Council meetings. On October 20, 2025, the Parks & Recreation Commission recommended that Council adopt the proposed resolution setting its 2026 schedule of regular meetings (Attachment 4).
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no fiscal impact other than staff time.

This report has been coordinated with the City Manager’s Office and the City Attorney’s Office.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting. Recommendation
1. Adopt Resolution approving and setting the Cultural Commission schedule of regular meetings for 2026;
2. Adopt Resolution approving and setting the Youth Commission schedule of regular meetings for 2026;
3. Adopt Resolution approving and setting the Senior Advisory Commission schedule of regular meetings for 2026; and
4. Adopt Resolution approving and setting the Parks & Recreation Commission schedule of regular meeting dates for 2026.
