BACKGROUND

The City of Santa Clara works collaboratively with the County of Santa Clara to provide a Senior Nutrition Congregate Meals Program (Program) at the Santa Clara Senior Center. The Program targets seniors aged 60 and over, serving a basic need of lower income households and special needs populations. The Program goals are to reduce hunger and food insecurity, increase socialization, and promote the health and well-being of older adults. The Program is a gateway to other supportive community programs and services at the Senior Center. The term of the original contract began on July 1, 2019 and has been amended twice, now effective through June 30, 2022.

DISCUSSION

On May 3, 2022, the County authorized the County Executive to issue the City the third amendment to the agreement for provision of the Senior Nutrition Congregate Meals Program at the Senior Center for FY2022/23 to be effective through June 30, 2023. The amendment to the agreement includes changes incorporated as follows: (a) Exhibit A-3 Program Provisions which describes basic terms and the County financial obligations not to exceed $129,632 in FY2019-2020, $110,774 in FY2020-2021, $121,324 in FY2021-2022, and $124,918 in FY2022/23 for a total not to exceed $486,647; (b) Exhibit B-3 Program Plan & Requirements which describe the Program, eligibility, meals, site conditions, etc.; (c) Exhibit C-4: Budget Plan; (d) Exhibit D-3: “Logic Model” which defines the Program goals, activities and measures; and, (e) Article IV, Statutes, Regulations, and Polices, #16 COVID-19 Requirements.

Similar to previous years, the City has allocated funds for Program expenditures. The County will reimburse the City for serving an average of 69 meals per day for 248 service days, or a total of 17,112 meals at a rate of $7.80 per meal or a total of $124,918 for allowable Program expenditures. This amounts to about 61.7% of the Program total, with the City providing a match of 24.8% in the form of volunteer hours, 14% in the form of funds from the Community Development Block Grant (CDBG) program, the General Fund, and participant contributions/donations. ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

FISCAL IMPACT

The City’s Senior Nutrition Program revenues and appropriations have been included in the Fiscal Years 2021/22 and 2022/23 Operating Budget in the Parks and Recreation Operating Grant Trust Fund. The City pays approximately $24,000 from Community Development Block Grant funds and $3,445 from the General Fund. The County funds the remaining cost of the program on a reimbursement basis. To account for the increased funding from the County, the requested budget amendment increases the FY 2022/23 Other Agencies revenue estimate and the Senior Nutrition Program appropriation by $3,594.

RECOMMENDATION

Recommendation

1. Approve and authorize the City Manager to execute the Third Amendment to the Contract Between the County of Santa Clara and City of Santa Clara - Congregate Meals at the Santa Clara Senior Center in an amount not to exceed $124,917.60 for FY 2022/23; and

2. Authorize the Office of the City Manager to negotiate and execute minor amendments to the Agreement, subject to Council appropriation of funds; and

3. Approve the related FY 2022/23 budget amendment in the Parks and Recreation Operating Grant Trust Fund to increase the Other Agencies Revenue estimate and the Senior Nutrition Program by $3,594 (five affirmative Council votes required to appropriate additional revenue).
