POINTS FOR CONSIDERATION

                     The surrounding neighborhood consists of a mix of commercial and residential uses, including designated historic resources, potentially eligible historic properties, and several non-historic structures in the immediate vicinity of the project site. See Vicinity Map in Attachment 1.

                     The project site currently contains two single-family residential structures located at 1341 Homestead Road and 906 Monroe Street. The residence at 1341 Homestead Road is a small, approximately 800-square-foot structure and has not been identified as historically significant. The residence at 906 Monroe Street is a one-and-a-half-story wood-frame dwelling designed in the Eastlake architectural style, with an estimated construction date circa 1890. The residence at 906 Monroe Street is listed on the City’s Historic Resource Inventory (HRI) as a Mills Act Contract property, Small Plaque, and HT Historic Combining District property.

                     The subject site is located within the boundaries of the Downtown Precise Plan.

                     The rezoning process to amend the City’s zoning map is detailed in Chapter 18.142 of the Santa Clara City Code (SCCC).

                     The Rezoning is before the Historical and Landmarks Commission (HLC) in accordance with the Historic Preservation Ordinance (SCCC Chapter 18.130) and Chapter 18.58 Regulations for HT-Historic Combined Districts of the Classic Code, which require that proposed rezonings involving historic properties be reviewed by the HLC prior to consideration by the City Council.

                     If approved, the property at 1341 Homestead Road would be zoned Downtown, while 906 Monroe Street will remain Downtown Historic Combining District. Refer to Attachment 2.

                     In addition to the Rezoning, the applicant proposes a Tentative Map to subdivide the lot into two parcels each containing one of the existing residences. The lot subdivision is not the purview of the HLC and will be reviewed by the Planning Commission and City Council respectively.

                     There are no active City code enforcement cases for this property.

                     A neighborhood notice was distributed within a 500-foot radius of the subject site for this hearing.

 
ENVIRONMENTAL REVIEW

The Rezoning action being considered is consistent with the previously adopted Environmental Impact Report (EIR) and Mitigation Monitoring and Reporting Program (MMRP) that was approved for the Downtown Precise Plan at the December 5, 2023, City Council meeting in accordance with the California Environmental Quality Act (CEQA) and no addendum is required.

Public contact was made by posting the Historical and Landmarks Commission agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office. A public hearing notice was mailed to 220 property owners and tenants within a 500-foot radius of the project site on March 19, 2026. As of the writing of this report, planning staff has not received public comments for this application. 

 

RECOMMENDATION

Recommendation

Recommend that the Historical and Landmarks Commission find that the proposed Rezoning to Remove the Historic Combining District from 1341 Homestead Road (906 Monroe Street to Remain in Historic Combining District) will not destroy or have a significant adverse effect on the integrity of the Historic Resource Inventory property and recommend approval to the Planning Commission and City Council, respectively.
