Report
COUNCIL PILLAR
Deliver and Enhance High Quality Efficient Services and Infrastructure
BACKGROUND
On April 8, 2020, the City Council authorized the execution of a Substation Service Agreement with MECP1 Santa Clara 1, LLC to allow the City of Santa Clara’s Electric Utility, Silicon Valley Power (SVP), to design, procure equipment, and construct 60kV facilities to serve San Tomas Junction Substation.
On October 10, 2023, the City Council awarded a contract for the construction of the Memorex and San Tomas Junction Transmission Line Extension Projects to Henkels & McKoy West. The San Tomas Junction Transmission Line Extension consists of an approximately 0.2 mile long, new double circuit 60 kilovolt (kV) overhead transmission line (Transmission Line) to connect to SVP’s Juliette-Central 60kV line heading east over San Tomas Aquino Creek adjacent to U.S. Highway 101. This Transmission Line will serve the proposed San Tomas Junction Substation.
DISCUSSION
The majority of the Transmission Line would be constructed adjacent to U.S. Highway 101 and cross San Tomas Aquino Creek, and end at 2201 Laurelwood Rd. The Transmission Line requires the acquisition of a 5,819 square foot aerial easement across San Tomas Aquino Creek from the Santa Clara Valley Water District to facilitate the installation of the Transmission Line.
The City has negotiated the proposed purchase of the easement from the Santa Clara Valley Water District, upon the terms set forth below.

Staff requests that the City Council authorize the City Manager to accept the deed conveying the aerial easement and execute the deed on behalf of the City.
ENVIRONMENTAL REVIEW
The Transmission Line has undergone environmental review under the California Environmental Quality Act (CEQA). On April 15, 2020, the City adopted a Mitigated Negative Declaration (MND) [State Clearinghouse Number: 2019089107] for the Transmission Line. The proposed approval will not change the project analyzed under the MND; therefore, no additional environmental review is required.
FISCAL IMPACT
The total cost of the easement purchase will not exceed $2,000.
Funds for the purchase of the electric utility aerial easement are available in the FY 2024/25 Electric Utility Capital Fund budget in the San Tomas Junction project.
COORDINATION
This report has been coordinated with the Finance Department and City Attorney’s Office.
