BACKGROUND
The Board of Library Trustees took action at the June 2, 2025 regular meeting to identify areas of library operations in which the Board hopes to become better informed. This action is intended to support board development, and to help Trustees better advocate for the Library in the community and support fundraising initiatives.
DISCUSSION
This informational report provides an overview of the Read Santa Clara program. Read Santa Clara provides literacy and ESL services for free to our community, helping readers of all ages and language backgrounds strengthen their literacy skills. Learners set their own priorities and goals, and working within a supportive environment, are able to use these services to make real and concrete improvements in their lives. The presentation will be provided by Shanti Bhaskaran, the Literacy Program Supervisor at the Library.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no fiscal impact.

Public contact was made by posting the Board agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
