Proclamation of June 19, 2026 as Juneteenth in the City of Santa Clara

BACKGROUND
Juneteenth commemorates the liberation of enslaved Black Americans in the United States. On January 1, 1863, President Abraham Lincoln issued the Emancipation Proclamation, declaring the abolition of slavery in Confederate states. However, for more than two years afterward, many Black Americans remained enslaved. On June 19, 1865, Union soldiers arrived in Galveston to enforce the Emancipation Proclamation and free more than 250,000 enslaved people still being held in bondage.
Juneteenth is a time to honor the strength, resilience, and contributions of Black Americans, while recognizing the ongoing pursuit of equal justice, dignity, rights, and opportunity. It also serves as an opportunity to reflect on the sacrifices of abolitionists and civil rights advocates who worked-and continue to work-toward a more equitable society for all.
The City of Santa Clara recognizes Juneteenth and reaffirms its commitment to fostering inclusion, equity, and racial justice within the community.
DISCUSSION
At the June 9, 2026, City Council meeting, the City Council will proclaim June 19, 2026 as Juneteenth in the City of Santa Clara.
Winston Ashby from PARTI (Positive Alternative Recreation Team Building Impact) will be present to accept the proclamation. PARTI advocates and supports youth in the region by helping schools and civic leaders to develop action plans that foster diversity, equity, inclusion, and safer school climates.
ENVIRONMENTAL REVIEW
This is an information report only and no action is being taken by the City Council and no environmental review under the California Environmental Quality Act (“CEQA”) is required.
FISCAL IMPACT
There is no fiscal impact to the City other than staff time.
