BACKGROUND
Section 9 of the Personnel and Salary Resolution requires City Council approval of compensation plans for both classified and unclassified positions. California Code Regulations Section 570.5 governs and requires the adoption of updated publicly available salary schedules by the governing body. The proposed Council action satisfies these applicable requirements. The updated salary plans reflect the negotiated and Council approved Cost of Living Adjustments (COLA) included in the Engineers of the City of Santa Clara (Unit 4) agreement.
The City of Santa Clara contracts with the California Public Employees’ Retirement System (CalPERS) to provide retirement benefits for employees in classified positions. When the City makes modifications to the salary schedules for its classified positions, the City Council must approve and adopt the publicly available salary schedules to comply with California Code of Regulations (CCR) section 570.5. If the City Council does not approve these resolutions, the City will be non-compliant with CalPERS record-keeping and reporting requirements. The City of Santa Clara is a contracting agency with CalPERS and is required to comply with its requirements.
The Classified Salary Plan has been modified to reflect a negotiated wage increase of approximately 3.0% for classifications represented by the Engineers of the City of Santa Clara (Unit 4) effective July 7, 2024. This was previously approved by the City Council in open session as part of an agreement on a successor Memorandum of Agreement (MOU).
DISCUSSION
The Classified Salary Plan has been modified to reflect the negotiated wage increase for classifications represented by the Engineers of the City of Santa Clara (Unit 4). All classifications that are covered by the respective bargaining unit shall receive an automatic 3.0% increase effective July 7, 2024. The Council previously approved this action in open session and as part of an agreement on a successor MOU on or about March 7, 2023.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
The 3.0% general wage increase has a cost of approximately $299,000 (all funds), of which approximately $67,000 is in the General Fund and $232,000 is in other funds. This increase was factored into the FY 2024/25 Budget.
