BACKGROUND
On February 22, 2022, following a Request for Proposals process, the City Council approved RTC# 22-1758 which authorized the City Manager to issue purchase orders to Tucker Construction, Inc. (Tucker) to support the Facilities Division of the Department of Public Works (DPW) for citywide as-needed repair services. The initial term of the purchase orders authorization was for one year with a maximum compensation not to exceed $115,000, and with four additional one-year option periods. DPW exercised Option 1, which is effective from July 1, 2024, through June 30, 2025. Three additional option periods remain, which would extend the term through June 30, 2028, if exercised.
The services under the purchase orders include a wide variety of interior and exterior repairs such as general carpentry, installation and repair of windows and doors, flooring repairs and replacement, fencing repairs, interior and exterior painting, drywall repair, and other related maintenance tasks. The City of Santa Clara’s Electric Utility, Silicon Valley Power (SVP), now seeks to utilize Tucker to provide similar as-needed repair services at SVP facilities.
DISCUSSION
SVP has identified ongoing maintenance and repair needs at its facilities that exceed the previously authorized amount under the 2022 City Council approval for DPW. The repairs required by SVP typically are for repair of fencing needed to maintain secure facilities.
To address these requirements, SVP staff requests authorization to issue additional purchase orders to Tucker for up to $600,000. This amount is intended to cover repairs through June 30, 2028, consistent with the term authorized by the Department of Public Works. This $600,000 authorization is separate from DPW’s authorized amount and will specifically support SVP’s needs.
Tucker will be required to pay prevailing wages under these purchase orders.
ENVIRONMENTAL REVIEW
Staff recommends that the City Council determine that the proposed actions are exempt from the California Environmental Quality Act (“CEQA”) pursuant to section 15301 of Title 14 of the California Code of Regulations as the activities to be authorized consists of maintenance and repair of existing facilities involving negligible or no expansion of existing use.
FISCAL IMPACT
The maximum authorization for Tucker Construction is $600,000 over a five-year period ending June 30, 2028. Sufficient funds are available in the FY 2024/25 Operating Budget in the Electric Utility Operating Fund and in the capital budget, if applicable.
Funding for future years will be requested as part of the regular budget process.

RECOMMENDATION
Recommendation
1. Determine the proposed actions are exempt from CEQA pursuant to Sections 15301 (Class 1 -Existing Facilities), of Title 14 of the California Code of Regulations; and
2. Authorize the City Manager or designee to issue purchase orders to Tucker Construction, Inc. for as-needed repair services for only Silicon Valley Power facilities with an aggregate maximum compensation of $600,000 through June 30, 2028, subject to the appropriation of funds and approval as to form by the City Attorney.
