BACKGROUND

Rebuilding Together Silicon Valley’s Minor Repair Program provides low-income homeowners (households at 80% of Area Median Income and below) with home rehabilitation services. The subsidy of home repairs for owner-occupied residences address substandard housing conditions and maintains affordable housing for a segment of the City’s low-income residents. Assistance is in the form of grants to homeowners, and repairs can include roofs, hot water heaters, accessibility improvements, furnaces, bathroom repairs, and other maintenance needs. Grants may not exceed $25,000.

 

DISCUSSION

The City has historically conducted both loan and grant programs for the rehabilitation of single-family residences for low income residents in Santa Clara. These housing rehabilitation programs are funded with Housing and Urban Development (HUD) Community Development Block Grant (CDBG) federal grant funds. Based on declining demand, the City recently reduced its funding for the loan-based Neighborhood Conservation Improvement Program (NCIP) for FY 2022/23 and has directed the bulk of its CDBG funds to support Capital Improvement Projects for public facilities and affordable housing. With the scaling back of the NCIP program, the City may see greater demand for its grant-based rehabilitation program. The City’s partnership with Rebuilding Together Silicon Valley will provide flexibility for the City to continue to address the need for homeowner rehabilitation and meet demand for possible increases to the grant-based program utilizing CDBG funding.

 

Staff is seeking Council approval to amend the agreement with Rebuilding Together Silicon Valley to extend the term for another year and increase the not-to-exceed contract amount to $150,000. Funding allocations for this program have been included in the Annual Action Plan for fiscal year 2022-2023.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

FISCAL IMPACT

The 2022-2023 Annual Action Plan, approved by City Council on May 10, 2022, details the funds allocated to Rebuilding Together Silicon Valley. Funding will be effective July 1, 2022 through June 30, 2023. This funding is assumed in the FY 2022/23 Proposed Budget.

This report has been coordinated with the Finance Department and the City Attorney’s Office.

RECOMMENDATION

Recommendation

Approve and authorize the City Manager to execute Amendment No. 3 for the Grant Agreement with Rebuilding Together Silicon Valley for an amount not to exceed $150,000 for their Minor Repair Program, and all related documents effective July 1, 2022 through June 30, 2023 contingent upon available funding and appropriation of funds, to extend the terms.
