BACKGROUND
At the December 7, 2020 Governance and Ethics Committee (Committee) meeting, the Committee directed staff to refer the review of Council Policy 035 (“Naming of Facilities”) (Attachment 1) to the Task Force on Diversity, Equity, and Inclusion (Task Force) for their review and input on possible amendments to the policy.
At the February 25, 2021 Task Force on Diversity, Equity, and Inclusion (Task Force) special meeting, the Task Force accepted the referral from the Committee.
DISCUSSION
Staff will provide an overview of Council Policy 035. Under the current version of the policy, naming recommendations for buildings and facilities are made based on the following criteria:
• Recognition of individuals, living or deceased, who have made outstanding contributions to the City of Santa Clara or Santa Clara community;
• Recognition of individuals, living or deceased, who have made contributions of local, state, national, or worldwide significance; or
• Geographic location, prominent environmental feature(s), or historical significance, of the area that the building/facility is located.
Staff seeks input from the Task Force on how Council Policy 035 could be updated to bring greater diversity to the naming of buildings and facilities in the City as well as to represent and connect with the City’s diverse community.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no fiscal impact other than staff time.
PUBLIC CONTACT
Public contact was made by posting the Task Force on Diversity, Equity, and Inclusion agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
