BACKGROUND
The League of California Cities (Cal Cities) Annual Conference will be held in Sacramento on September 20-22, 2023.
During the conference, Cal Cities will hold its General Assembly, in which city officials can directly participate in the development of the Cal Cities policy. Annual Conference resolutions guide Cal Cities and member cites to improve the quality, responsiveness, and vitality of local government in California. The City of Santa Clara (City) is a full voting member of Cal Cities. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.
Consistent with the Cal Cities policy, to vote at the General Assembly, the City Council (Council) must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity.
DISCUSSION
Cal Cities requests that the City of Santa Clara designate a voting delegate and up to two alternates who will be present at the General Assembly. Mayor Lisa M. Gillmor, Vice Mayor Kevin Park, and Councilmember Kathy Watanabe are currently registered to attend the 2023 Cal Cities Annual Conference and Expo. Since both the Mayor and Vice Mayor will be attending the conference, the recommendation is to have Mayor Gillmor as the voting delegate and Vice Mayor Park as the alternate.
Cal Cities issued a memo advising Council action by August 28, 2023 as the final date to designate a voting delegate. The memo notes that designating the voting delegate and alternates must be done by City Council action and cannot be accomplished by individual action or by the Mayor or City Manager alone.
During the General Assembly, voting delegates will debate and consider resolutions from the Cal Cities Resolutions Committee. Council will take action on City positions on the League of California Cities’ 2023 Annual Conference proposed resolutions at a September 2023 Council meeting prior to the conference.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
The Cal Cities Annual Conference expenses for Council attendance are included in the FY 2023/24 Adopted Biennial Operating Budget. It is valuable for City representatives to participate and represent the City given the legislative activity that is in the City’s interest.
