BACKGROUND
Through the Stadium Management Agreement, the Forty Niners Stadium Management Company (Stadium Manager) manages and operates Levi’s Stadium on behalf of the Stadium Authority for Non-National Football League (Non-NFL) events, like concerts, sporting events, and non-ticketed events. On behalf of the Stadium Authority, the Stadium Manager is responsible for the marketing and booking of Non-NFL events among other duties at Levi’s Stadium.
The Stadium Manager is requesting approval to execute an agreement with Silicon Valley Business Journal (SVBJ) for an amount of $6,120. The agreement is for a targeted September 2022 email campaign that will focus on lead generation for holiday and new year Non-NFL events in December 2022 and January 2023.
According to its website, Silicon Valley Business Journal is a business-to-business media platform targeted to business decision makers and covers business news from a local, regional, and national perspective via their websites, publications, and annual industry-leading events.
DISCUSSION
Stadium Authority staff reviewed the Stadium Manager’s request (see corresponding report #22-810) and determined that the email campaign is consistent with one of the four key initiatives (“Monthly Sales & Marketing Campaigns”) the Stadium Manager identified in the 2022 Non-NFL Events Marketing Plan (Marketing Plan). Based on this review, staff recommends approval of the Stadium Manager’s request for approval to execute the SVBJ agreement for the email campaign.
The Stadium Authority will require full supporting documentation before reimbursing such costs. This requirement is consistent with the Stadium Authority Board’s March 27, 2019 direction to staff to stop payment of any additional invoices for services unless there is substantial documentation of services rendered which must also be in compliance with State law and City Code.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
This is a Non-NFL marketing activity that will be charged to the Stadium Authority FY 2022/23 Non-NFL Marketing budget (Special Events), Event Expenses / Advertising line item. There are sufficient funds to cover the cost of the agreement with SVBJ ($6,120).

This report has been coordinated with the Stadium Authority Counsel and Treasurer’s Offices.

RECOMMENDATION
Recommendation
Approve the Stadium Manager’s request for approval to execute an agreement with SVBJ for a September 2022 Non-NFL events marketing email campaign; and authorize the Executive Director to approve and process the reimbursement of such costs upon receiving final invoices and supporting documentation from the Stadium Manager.
