BACKGROUND
Sections 4 and 6 of the Personnel and Salary Resolution require City Council approval of the creation of new classifications, the combining or other modification of existing classifications, and the deletion of existing classifications.
Modifications to the Library Assistant I/II and Senior Library Assistant Class Specifications
The Human Resources Department and Library Department coordinated to update the Library Assistant I/II (Job Code 526/528) and Senior Library Assistant (Job Code 754) class specifications.
These modifications were approved by Unit 578 prior to approval by the Civil Service Commission on August 14, 2025.
Modifications to Electric Utility Programmer Analyst (Job Code 440) and Retitle to Electric Utility Information Systems Specialist (Job Code 440)
The Human Resources Department and Electric Department/Silicon Valley Power coordinated to update and retitle Electric Utility Programmer Analyst (Job Code 440) to Electric Utility Information Systems Specialist (Job Code 440) class specification.
These modifications were approved by Unit 578 prior to approval by the Civil Service Commission on September 11, 2025.
Creation of Director of Economic Development and Sustainability (Job Code 085) Classification Specification
The City Manager’s Office coordinated with the Human Resources Department to create the Director of Economic Development and Sustainability (Job Code 085) classification (class) specification. The City Manager’s Office created the Office of Economic Development and Sustainability, and the Director will lead key initiatives and projects for this Office.
These modifications were approved by Unit 9.
Update the Unclassified and Classified Salary Plan
The City will adopt a resolution to update the Unclassified Salary Plan to add the Director of Economic Development and Sustainability (Job Code 085) classification and update the Classified Salary Plan to delete the Senior Library Assistant - Public Services (Job Code 754B) and Senior Library Assistant - Public Services/Graphics (Job Code 754E) classifications and retitle Electric Utility Programmer Analyst (Job Code 440) to Electric Utility Information Systems Specialist (Job Code 440).
DISCUSSION
Modifications to the Library Assistant I/II and Senior Library Assistant Class Specifications
The Library Department coordinated with the Human Resources Department to update the class specifications for Library Assistant I (Job Code 526), Library Assistant II (Job Code 528), and Senior Library Assistant (Job Code 754). The requested approval does not modify the salary ranges for the classification.
Library Assistant I (Job Code 526) - with an annual salary range of $74,665.68 - $95,863.92. The Library Assistant I is the entry-level classification in the Library Assistant series. This classification provides general library services to patrons through a broad range of clerical, technology support, community outreach, and public service support. With experience, Library Assistant I may oversee a service function in a library program. The Library Assistant I may work in any division within the Library. Performs related duties as assigned.
Library Assistant II (Job Code 528) - with an annual salary range of $82,479.24 - $105,722.40. The Library Assistant II is the second-level paraprofessional classification in the Library Assistant series. This classification performs paraprofessional library work of moderate difficulty and may supervise the work of one or more Library Pages. With experience, Library Assistant II may lead a service function in a library program. The Library Assistant II may work in any division within the Library. Performs related duties as assigned.
Senior Library Assistant (Job Code 754) - with an annual salary range of $93,536.76 - $119,106.96. This is a paraprofessional supervisory position in the classified service. Positions in this class are responsible for the supervision and direction of a work unit comprised of paraprofessional, clerical and/or Library Page staff. Specialized duties may be required in the following areas: Circulation, Branch Services and Bookmobile, Communications and Technical Services. Performs related duties as assigned.
Modifications to Electric Utility Programmer Analyst (Job Code 440) and Retitle to Electric Utility Information Systems Specialist (Job Code 440)
The Electric Department/Silicon Valley Power coordinated with the Human Resources Department to update the class specifications and retitle to Electric Utility Information Systems Specialist (Job Code 440). The requested approval does not modify the salary ranges for the classification.
Electric Utility Information Systems Specialist (Job Code 440)- with an annual salary range of $122,040.48 - $155,706.48. The Electric Utility Information Technology Systems Specialist is assigned to the City's Electric Utility Department, Silicon Valley Power (SVP), which supports critical 24/7 utility operations, general business office environments, and new technology projects. This includes user computer maintenance, user training, communications systems, card access or security systems, and other technology platforms. This position is often the first line of contact for users needing assistance in parallel to technology platform operations. The Performs related duties as assigned.
Creation of Director of Economic Development and Sustainability Classification Specification (Job Code 085)
The City Manager’s Office coordinated with the Human Resources Department to create the class specification for Director of Economic Development and Sustainability (Job Code 085).
Director of Economic Development and Sustainability (Job Code 085) with an annual salary range of $240,309.96 - $310,000.08. This is an executive management position and the incumbent provides overall guidance and coordination to all economic development programs affecting the City of Santa Clara. The incumbent performs work of unusual difficulty and complexity in overseeing the City’s economic development activities, corporate outreach, retail policy, employment and small business, marketing programs, and sustainability. Performs related work as assigned. This position will serve as the City’s Sustainability Officer responsible for developing and implementing programs, policies, and projects to ensure the City’s environmental sustainability goals. This includes direct oversight of the City’s Climate Action Plan (CAP) to ensure current goals are realized and/or update as needed, working with Silicon Valley Power to evaluate energy efficient programs, and working with Water and Sewer Utilities Department to focus on having a sustainable water supply. The Sustainability Officer will also coordinate with the Public Works and Community Development Departments regarding the use of sustainable materials, reducing waste, addressing new building requirements, and monitoring the Transportation Demand Management program.
Update the Unclassified and Classified Salary Plan
The Unclassified Salary Plan is updated to add the Director of Economic Development and Sustainability (Job Code 085) class specification and the Classified Salary Plan is updated to delete the Senior Library Assistant - Public Services (Job Code 754B) and Senior Library Assistant - Public Services/Graphics (Job Code 754E) classifications.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
Funding for the Director of Economic Development and Sustainability position is included in the FY 2025/26 and FY 2026/27 Adopted Operating Budget. There is no fiscal impact from the revised Library Assistant I/II and Senior Library Assistant class specifications.

This report has been coordinated with the Finance Department and City Attorney’s Office.

Recommendation

b. Approve the Modifications to the Senior Library Assistant (Job Code 754) Class Specification,
c. Approve the Modifications and Retitle to Electric Utility Information Systems Specialist (Job Code 440) Class Specification,
d. Approve the Creation of the Director of Economic Development and Sustainability (Job Code 085) Class Specification, and
2. Adopt a Resolution Updating the Unclassified and Classified Salary Plan.
