BACKGROUND

Annually, the Santa Clara Valley Transportation Authority solicits project proposals from cities for Transportation Development Act Article 3 grant funding. The VTA will then submit a recommended list of projects to the Metropolitan Transportation Commission for their approval. For fiscal year 2018/19 TDA funding, the City submitted an application for $600,000 for the design and construction of the Lafayette/Bassett Bike Lane Project. This project will install a class II bicycle facility along the Lafayette/Bassett corridor from Agnew Road to Central Expressway and is listed in the City’s current bicycle plan.  At the March 26, 2018 Bicycle and Pedestrian Advisory Committee meeting, the BPAC recommended that staff apply for TDA grant funds for this project for fiscal year 2018/19. On May 22, 2018, the City Council passed resolution 18-8523 authorizing the filing of the application for TDA Article 3 funds. Funding for this project was approved by MTC on July 25, 2018.

 

DISCUSSION

As this is a new Capital Improvement Program project, staff recommends that the City Council approve the addition of the project to the fiscal year 2018/19 CIP budget, recognize the $600,000 as revenue, and appropriate $600,000 for the delivery of this project. TDA funds must be expended by June 30, 2021. 

 

Subsequent to the application for TDA funding last year, staff has observed that recent construction bids on City projects have increased dramatically due to the economy and bidding environment.  As a result, staff will propose that the City Council approve a resolution to apply for approximately $224,000 of additional FY 2019/20 TDA funding to supplement the project.  By approving the attached budget amendment, this will provide staff to ability to begin design work on this project as supplemental funding is requested.  It is anticipated that the additional funding will be approved by MTC by August 2019, and will not delay delivery of the project. However, if the additional TDA funding is not approved, staff will pursue other opportunities for additional funding and will report this information to the City Council at a later date.

 

ENVIRONMENTAL REVIEW

The action being considered is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines sections 15304, “Minor Alterations to Land,” subdivision (h), as the activity consists of the creation of bicycle lanes on existing rights-of-way, and 15301, “Existing Facilities,” subdivision (c), as the activity consists of the minor alteration to existing highways and streets.

 

FISCAL IMPACT

Receipt and acceptance of the $600,000 grant award and approval of appropriation of the grant funds will be utilized to support the Lafayette/Bassett Bike Lane Project in the Streets and Highways Fund. There is no matching fund requirement for the City.

On March 26, 2018, the City’s BPAC considered the Lafayette/Bassett Bike Lane Project and recommended that staff apply for fiscal year 2018/19 TDA grant funding for this project.

 

RECOMMENDATION

Recommendation

Recognize the Transportation Development Act grant fund of $600,000 into the Streets and Highways Fund as revenue and approve the FY 2018/19 budget amendment to appropriate the funds into the new Capital Improvement Program Project - Lafayette/Bassett Bike Lane Project in the Streets and Highways Fund (requires five council votes).
