BACKGROUND

The Department of Public Works (DPW) completes an Annual Maintenance and Rehabilitation Project (Project) to maximize pavement life for various streets in the City. The project applies pavement treatments such as slurry seal, cape seal, or asphalt overlay. Once streets are identified to be included in the project, staff coordinates with the Bicycle and Pedestrian Advisory Committee (BPAC) to review if the streets have the potential for adding bicycle facilities as identified in the City’s Bicycle Plan Update 2018. It is important to note that if streets require removal of parking or travel lanes due to limited right-of-way widths or the construction of traffic calming measures, the recommendations in the Bicycle Plan cannot be implemented without extensive public outreach and traffic analyses/studies. These streets typically require more upfront work and time than can be accommodated in the Project timeline. Therefore, staff will create specific projects to complete outreach, analyses, and implementation activities for these streets, separately from the Project.

 

DISCUSSION

A map of the streets to be included in the 2025 Annual Maintenance and Rehabilitation Project are identified and shown in Attachment 1. Staff has reviewed the list of streets and recommends installing bicycle facilities on the following streets (Attachment 2):

 

1.                     Warburton Avenue (Lawrence Rd. to Dead End (San Tomas Expwy.)) - Class III Bicycle Route

2.                     Calle De Primavera (Lafayette St. to Avenida De Los Arboles) - Class II Bicycle Lane

 

For the roadway segment of Warburton Avenue from Lawrence Road to the Dead End (San Tomas Expressway), the recommendation matches the Bicycle Plan Update 2018, however, the specific type of traffic calming improvements to implement for this to become a Class IIIB Bicycle Boulevard have yet to be identified and additional outreach and analyses is required for this traffic calming selection.

 

On Calle De Primavera, staff recommends installing upgraded bicycle facilities compared to what is listed in the Bicycle Plan Update 2018:

 

                     Calle De Primavera (Lafayette St. to Avenida De Los Arboles) - upgrade from none to Class II Bicycle Lane.

 

Adding a Class II bicycle lane on Calle De Primavera would connect to the existing bicycle facility on Lafayette Street. This roadway serves Fairway Glen Park and is adjacent to Kathryn Hughes Elementary School.

 

RECOMMENDATION

Recommendation

Approve the staff recommended bicycle facilities for the 2025 Annual Maintenance and Rehabilitation Project.
