BACKGROUND
Sections 4 and 6 of the Personnel and Salary Resolution require City Council approval of new job classifications. Section 9 of the Personnel and Salary Resolution requires City Council approval of compensation plans for unclassified positions. California Code Regulations Section 570.5 governs and requires the adoption of updated publicly available salary schedules by the governing body. The proposed Council action satisfies these applicable requirements.
Modified Class Specification: Senior Power Scheduler Trader (Job Code 772)
Silicon Valley Power coordinated with the Human Resources Department to modify the Senior Power Scheduler Trader (Job Code 772) classification specification to better align with the duties required to be performed by the classification.
New Class Specification: Development Project Manager (Job Code 158)
The Administration recommends the creation of a new class specification titled Development Project Manager (Job Code 158) to lead and manage the Related Santa Clara project.
Approval and Adoption of the Unclassified Salary Plan
The City of Santa Clara contracts with the California Public Employees’ Retirement System (CalPERS) to provide retirement benefits for employees in both classified and unclassified positions. When the City makes modifications to the salary schedules for its classified or unclassified positions, the City Council must approve and adopt the publicly available salary schedules to comply with California Code of Regulations (CCR) section 570.5.
The Unclassified Salary Plan has been updated to reflect the new classification of Development Project Manager (Job Code 158). These proposed updates to the Unclassified Salary Plan are recommended to be effective May 29, 2022.
DISCUSSION
Modification to the Senior Power Scheduler Trader (Job Code 772) Classification Specification
The Human Resources Department in coordination with Silicon Valley Power modified the classification specification for Senior Power Scheduler Trader (Job Code 772), to include administrative revisions and update the Typical Duties and Knowledge, Skills, and Abilities sections to be in alignment with the current duties performed by the position. Revisions to the classification specification were provided to the Unclassified Miscellaneous Management (Unit 9) on May 2, 2022.
Creation of the Development Project Manager (Job Code 158) Classification Specification
The Human Resources Department coordinated with the City Manager’s Office to create a new classification titled Development Project Manager (Job Code 158). This classification will be responsible for the management and administration of development agreements and all lease related entitlements, permits, and construction. This classification has been created to primarily manage and lead the Related Santa Clara project between the City of Santa Clara and Related Companies. This project will create a LEED-certified, multi-phased, mixed-use destination adjacent to the Levi Stadium. This urban center will incorporate residential units, restaurants, entertainment venues, hotels, retail, and office space to establish a new neighborhood.
Development Project Manager (Job Code 158) - with an annual salary range of approximately $188,462.00 - $245,000.00. This classification is responsible for negotiating with developers, land use attorneys, and financiers to facilitate and expediate economic development projects and real property land use, including but not limited to:
Approval and Adoption of the Unclassified Salary Plan
The Unclassified Salary Plan is recommended to be modified to:
Create the Development Project Manager (Job Code 158) classification - with an annual salary range of approximately $163,536.00 - $211,632.00.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no fiscal impact to modify classification specifications for unclassified positions.
The addition of a Development Project Manager position is estimated to cost $265,000. If approved, pursuant to Section 8.3.3 of the Disposition and Development Agreement with Related Santa Clara, Related Funds will be used to support the creation of this position with no impact to the General Fund. If this action is approved by the City Council, the fiscal impact, and addition of the Development Project Manager position will be included in the budget review process.

RECOMMENDATION
Recommendation
1. Approve modifications to the Senior Power Scheduler Trader (Job Code 772) Classification Specification;
2. Approve the creation of the Development Project Manager (Job Code 158) Classification Specification; and
3. Adopt a Resolution to approve the revised unclassified salary plan to satisfy the requirements of California Code of Regulations Section 570.5.
