REPORT TO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
SUBJECT
Title
Cycling Connections with Adjacent Cities (Garcia)
Report
BACKGROUND
In August 2023, Bicycle and Pedestrian Advisory Committee (BPAC) Member Kratz requested City staff to provide cycling connections with adjacent cities by matching bicycle facilities on connecting roadways through Santa Clara (Attachment 1).
DISCUSSION
The City of Santa Clara Bicycle Plan (Bicycle Plan) recommends new and upgraded bicycle facilities on specific roadways to develop a complete and convenient bicycle network. The roadways identified for new bicycle facilities in the Bicycle Plan were developed through the following:
• Closing missing gaps in the existing bicycle network
• Implementing bicycle routes to popular destinations
• Potential to increase bicycle travel (i.e. near schools, transit centers, parks, libraries, etc.)
• Evaluating roadway space to install bicycle facilities
• Increasing bicycle travel safety
• Community input
• Coordination with neighboring jurisdictions including Sunnyvale and San Jose
Based on the analysis, the Bicycle Plan recommends the following bicycle facility connections with adjacent cities:

The implementation of these bicycle facilities are in various stages and will be completed through redevelopment projects, roadway re-surfacing projects, or capital improvement projects. Many of the projects will require a planning study to determine the appropriate reallocation of roadway space to accommodate the proposed bicycle facility and meet the needs of vehicle traffic and parking. In addition, most of the projects will need to secure funding from multiple sources, including grants. If a bikeway facility will be constructed on a roadway that continues through a neighboring city, the relevant authority will be informed about the planned changes in road design and construction.
