BACKGROUND
The City of Santa Clara works collaboratively with the County of Santa Clara (County) to provide a Senior Nutrition Congregate Meals Program (Program) at the Santa Clara Senior Center. The Program targets adults over age 60 and special needs populations. The Program goals are to reduce hunger and food insecurity, increase socialization, and promote health and well-being. The current agreement for fiscal year 2021/22 provides on average 63 meals per day, five days per week, for a total of 17,112 annual meals. However, due to continuing impacts of the pandemic which resulted in an increase in food insecurity among eligible program participants, the average daily meals served in Santa Clara is 120 meals per day. The County was informed of the increased number of meals served and advised the City of Santa Clara Senior Nutrition Program that it could continue serving above the budgeted level and that it would issue an additional agreement to fund additional meals similar to what it had done previously when the County issued an “end of Fiscal Year adjustment”, which retroactively provided for additional meals served above that year’s budget total.
DISCUSSION
In June 2022, the County issued an Agreement (Attachment 1) to the City of Santa Clara Senior Nutrition Program to enable reimbursement for up to 5,000 COVID-19 emergency meals served between January 1, 2022 through June 30, 2022. The County anticipates that the City will serve on average 120 meals per day in contrast to the budgeted 69 per day through June 30, 2022. The Agreement, if approved, will provide added funding in the amount of $56,000 for Fiscal Year 2021/22.
The action under consideration authorizes the City Manager to execute the County agreement and any additional modifications or amendments to the Agreement, subject to the Council appropriation of funds. This will give the City Manager the flexibility and authority to respond to County Program changes in efficiently without interruption.
A separate Council agenda item relates to the annual Senior Nutrition Congregate Meals agreement amendment to provide the program budget and parameters for FY 2022/23.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
The City’s Senior Nutrition Program revenues and appropriations have been included in the FY 2021/22 and 2022/23 Parks and Recreation Operating Grant Trust Fund budget. Almost all of the cost of the program is funded by the County on a reimbursement basis. An increase to County payment in the current FY2021/22 is needed in the amount of $56,000, bringing the revenue estimate to $177,324 and the expenditure appropriation to $180,769.

RECOMMENDATION
Recommendation
1. Approve and authorize City Manager to execute an Agreement with the County of Santa Clara for the Senior Nutrition Program to provide emergency meals in an amount not to exceed $56,000 for FY 2021/22;
2. Approve the related FY 2021/22 budget amendment in the Parks and Recreation Operating Grant Trust Fund to increase the Other Agencies Revenue estimate and the Senior Nutrition Program appropriation by $56,000 (five affirmative Council votes required to appropriate additional revenue); and
3. Authorize the City Manager to negotiate and execute amendments and minor modifications to the Agreement for emergency meals, subject to Council appropriation of funds.
