Action on Stadium Authority Bills and Claims for the Month of December 2025

BACKGROUND

Disbursements made by the Stadium Authority are based on invoices submitted for payment. Prior to payment, staff reviews all disbursement documents to ensure that the invoiced goods or services have been provided.

 

The Bills and Claims listing represents the cash disbursements required of normal and usual operations during December 2025. Budget control is set by the Stadium Authority Board through the budget adoption process.

 

DISCUSSION

At its March 11, 2025 meeting, the Stadium Authority Board adopted the Santa Clara Stadium Authority Fiscal Year 2025-26 Operating, Debt Service, and Capital Budget which runs from April 1, 2025 to March 31, 2026. Significant expenditures (greater than $5,000) paid in December 2025 include:

                     Payment totaling $237,500.00 to the Blue’s Roofing Co. for Capital Expense (CapEx) Project: General Areas/Coatings

                     Payment totaling $8,250.00 to Canyon Oaks for Stadium Market Research

                     Payments totaling $399,789.63 to the City of Santa Clara for the following:

o                     $142,863.04 for reimbursement of General and Administrative (G&A) City payroll costs (e.g., Executive Director’s Office (City Manager’s Office), Stadium Authority Counsel’s Office (City Attorney’s Office), and Treasurer’s Office (Finance Department))

o                     $136,500.40 for Senior and Youth Fees collected from National Football League (NFL) games 1 through 5

o                     $1,046.66 reimbursement of G&A non-payroll costs (e.g., office expenses)

o                     $14,957.98 for reimbursement of CapEx costs for the Public Safety Secure Law Enforcement Resource Area

o                     $64,596.58 for reimbursement of CapEx costs for the Public Safety Kawasaki ATV & Kimtek Pump Module

o                     $23,759.26 for reimbursement of CapEx costs for the Public Safety Kawasaki ATV

o                     $16,065.71 for reimbursement of CapEx costs for the Public Safety Lightweight Chemical Detector

                     Payment totaling $95,168.90 to EyeP-Solutions for CapEx Project: Security General Allowance

                     Payments totaling $1,532,200.41 to Forty Niners Stadium Management Company, LLC for the following:

o                     $1,455,968.56 for December 2025 Stadium Manager Expenses, inclusive of Shared Stadium Expenses

o                     $294.42 for reimbursement of CapEx costs for the Concrete Replacement project

o                     $1,121.37 for reimbursement of CapEx costs for the Plumbing Boilers project

o                     $43,657.31 for reimbursement of CapEx costs for the Naming Rights Signage project

o                     $31,158.75 for reimbursement of CapEx costs for the Security General Allowance project

                     Payment totaling $881,535.75 to Forty Niners SC Stadium Co, LLC for Community Facilities District (CFD) Advance Payment - Principal & Interest

                     Payments totaling $27,792.20 for Legal Services (September thru November)

                     Payment totaling $5,344.70 to InTWO, Inc for Financial Management System Monthly Services (November 2025)

                     Payment totaling $28,646.15 to Motorola Solutions Inc. for CapEx Project: Public Safety Radio Batteries

                     Payment totaling $10,260.00 to O.C. McDonald Co Inc. for CapEx Project: Plumbing - Boilers

                     Payment totaling $77,354.62 to Pivot Interiors for CapEx Project: Furniture Replacement

                     Payment totaling $20,507.50 to Wilson, Ihrig & Associates, Inc. for July 2025 to October 2025 Stadium Noise Monitoring Services

 

Names of law firms have been redacted from the Bills and Claims report. The Supreme Court of California in Los Angeles County Board of Supervisors v. Superior Court, (2016) 2 Cal.5th 282, held that invoices specifying the amounts billed by a law firm to a client fall within the scope of attorney-client privilege while the matters are active. In accordance with the Supreme Court’s ruling, the names of law firms retained by the Stadium Authority, and the specific amounts billed by each, have been redacted from the public report to maintain the confidentiality of billing records for specific legal services. The aggregate amount spent on legal services in the subject time period has been provided.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to section 15378(b)(4) of Title 14 of the California Code of Regulations in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

 

FISCAL IMPACT

The fiscal impact to the Stadium Authority is $3,328,543.43.

This report has been coordinated with the Executive Director and Stadium Authority Counsel’s Offices.
