Healthier Kids Foundation - FY2018-19 Second Quarter Report

BACKGROUND
In June 2016, Council approved three years of financial support for Healthier Kids Foundation (HKF) in the amount of $70,000 per year for services focused on health and dental screenings and health education programs for Santa Clara residents. The Memorandum of Understanding (MOU) will expire on July 1, 2019 and requires quarterly updates. The Fiscal Year (FY) 2018-19 second quarter report is attached.
DISCUSSION
The FY 2018-19 goals for HKF is to screen 1,000 children for vision, 500 children for visible dental issues, and 500 children for adequate hearing. HKF will also target a minimum of 200 parents to attend at least one “10 Steps to a Healthy You!” class. According to the report submitted by HKF, their progress toward accomplishment of its annual measurable objectives indicated: 522 Vision First screenings (52% of goal), 73 Hearing First screenings (15% of goal), 165 Dental First screenings (33% of goal), and 56 parents attended 10 Steps for Parents (28% of goal).
In year one, FY 2016-17 of the program, HKF met their goals in all areas. In year two, FY 2017-18, HKF did not meet their intended goals. In year three, FY 2018-19, HKF has added screening sites and additional classes in both English and Spanish to reach more families and to meet the goals for FY 2018-2019. The agency’s original 2016 strategy assumed greater outreach and referrals through access to school sites which has been found to be more limited than anticipated. City staff has met and spoken with HKF representatives to understand the challenges to outreach to eligible families and children. The outreach strategy has since shifted to other public venues, programs, and citywide special events. The attached report highlights next steps and plans for Quarter three; however, they are tracking to finish the year below their intended outcomes.
The City of Santa Clara Challenge Team continues to bring stakeholders together to discuss health and wellness status and resources for children of Santa Clara. The Challenge Team attendance averaged 17 members and meet on the second Wednesday of every month from 12:00-1:30PM at the City’s Community Recreation Center (969 Kiely Blvd., Santa Clara).
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT
The general fund support is in the amount of $70,000 per fiscal year. There is no additional fiscal impact other than staff time used to transmit the attached report and to meet periodically with HKF.
