Approval of the Appointment of the Mayor's Citywide Representative to the Community Advisory Committee Supporting the Evaluation of Future City Hall Facility Options

BACKGROUND
On June 22, 2026, the City Council approved the formation of the Community Advisory Committee (CAC) to support the evaluation of future City Hall facility options. The Council also approved the Committee's membership structure consisting of six district representatives appointed by individual Councilmembers and one citywide representative appointed by the Mayor.
At that meeting, the City Council appointed the following district representatives to serve on the CAC:

District 4 Saskia Feian
District 5 Michele Ryan
District 6 John Rhabar
The Council did not appoint a representative to the Mayor's citywide seat. As a result, one position on the seven-member Committee remains vacant.
DISCUSSION
The Community Advisory Committee is intended to provide community input and promote transparency throughout the City's evaluation of future City Hall facility options. As approved by the City Council, the Committee consists of six district representatives and one citywide representative appointed by the Mayor, providing both geographic and citywide representation during the evaluation process.
The Committee is expected to convene within the next few weeks to begin its work. Completing the appointment of the remaining citywide representative before the Committee's initial meeting will ensure that all members receive the same orientation, background information, training, and project overview at the outset of the process. Beginning with a full complement of members will promote consistency, allow all members to participate equally in discussions from the beginning, and avoid the need to repeat orientation materials for a member appointed after the Committee has commenced its work.
To complete the Committee's membership and allow the CAC to begin its work with its full complement of members, the Mayor has nominated Mark Kelsey to serve as the Citywide Representative.
Upon Council approval of the appointment, the Community Advisory Committee will consist of the following members:

ENVIRONMENTAL REVIEW
The appointment of a committee member is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 because it is an organizational and administrative activity that will not result in a direct or indirect physical change to the environment.
FISCAL IMPACT
There is no additional fiscal impact associated with appointing the remaining member to the Community Advisory Committee. Funding for consultant services and staff support associated with the Committee's work is included in the existing Civic Center Campus Future Needs appropriation.

This report has been coordinated with the City Manager's Office and the City Attorney's Office.
