BACKGROUND
The Santa Clara County Prehospital Policy 309 - Comprehensive EMS Patient Care Data System identifies minimum EMS patient care data system requirements for all Santa Clara County EMS System providers (including the City of Santa Clara) in order to meet State-mandated EMS data reporting requirements, ensure appropriate quality assurance and improvement of the EMS System, and facilitate an aggregate patient care report for all patient contacts.
In support of this policy, an agreement between the County of Santa Clara and the City was approved on June 25, 2018 that allows the County to reimburse the City from the Emergency Medical Services Trust Fund to purchase video laryngoscopes, hardware and software to benefit the Santa Clara County Emergency Medical Services (EMS) System.
DISCUSSION
Council approval is requested to appropriate $71,029 for the City’s Fire Department to purchase the recommended equipment as authorized by the agreement offset with grant funds from the County. The County requires $16,867 to be used to purchase video laryngoscopes and $54,162 to be used to purchase hardware, software and for all other associated costs required to continue adherence to Santa Clara County EMS Prehospital Policy 309.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
FISCAL IMPACT
The total cost for the medical and computer equipment is estimated to be $71,029. Staff is requesting an appropriation in the amount of $71,029 which will be fully reimbursed by the County of Santa Clara.
Since the funding source for the project is from the County, there is no anticipated ongoing impact to the General Fund.
