BACKGROUND
Wade Brummal Program Overview
The Wade Brummal Youth Sports Grant Program provides local Santa Clara non-profit youth sports organizations with financial support to fund their needs, such as low-income youth participant registration, equipment purchases, field rental fees, tournament entry fees, and capital project funding. In 2015, the Parks & Recreation Commission made a recommendation to Council to establish a non-resident youth sports participation fee in the amount of $25 per non-resident participant to be assessed on all non-profit youth sports organizations that use City parks and recreation facilities for their respective sports programs. The purpose of the Commission proposal was to establish a regular, dedicated source of funding and to establish guidelines for the distribution of funds. Until that time, the Program depended upon donations and proceeds from a softball tournament and a golf tournament fundraiser which was discontinued.
On October 27, 2015, the City Council approved the Commission recommendation to set a fee in the amount of $25 per non-resident participant in local non-profit youth sports programs using City facilities and approved the grant guidelines for disbursement (Attachment 1).
Since the Program approval, the Program has been administered by the Parks & Recreation Department (Department) with input as necessary from the Parks & Recreation Commission. Fees are collected annually based on the finalization of each organization’s participation rosters and the season of their sports activities. Fees and contributions are deposited into the City’s Wade Brummal Youth Sports Scholarship Fund. By early 2023, the account had an accumulated balance of over $250,000.
Financial grants are made available for disbursement according to the Wade Brummal Youth Sports Scholarship Program Policy and Procedures. The Department communicates with youth sports organizations regarding the availability of funds on a seasonal basis and provides a Program application. Table 1 below provides a list of recipients and grant amounts issued by fiscal year since the program began in 2015.

DISCUSSION
At the February Regular Meeting, the Parks & Recreation Commission requested that an item be placed on an upcoming agenda to discuss the Program history, funds and guidelines with a view to clarify and/or update the Program, if necessary.
At the March 2023 Regular Meeting, the Commission voted to continue the item to the April 18, 2023 Regular Meeting and formed a subcommittee to look into the matter. At the May 16, 2023 Regular Meeting, the subcommittee reported on their discussion and recommended changes but took no action. The areas to be considered by the subcommittee included, but was not limited to, increasing the amounts eligible for disbursement, new Program areas to be proposed for Program funding, as well as input from non-profit youth sports organizations about the Program, Guidelines and funding levels.
At the May meeting, the Commission discussed the subcommittee’s efforts and proposals. In the months of June and July the sub-committee meet to develop the recommended updates for the Commission to consider. Revised Program Procedures (Attachment 2) and an updated Application (Attachment 3) are provided at this time. The recommended changes are mainly for clarification and ease of grant fund reimbursements to youth sports organizations.
At the August 15, 2023 Meeting, the Commission will review the revised program procedures and associated application and potentially make a recommendation to City Council that they adopt the updated program procedures and application for the Wade Brummal Grant Program. Prior to review by City Council staff will make the recommended procedures available to the youth sports organization and solicit feedback. The Commission recommendation and organization feedback will be provided to the City Council for review and consideration in the fall.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no fiscal impact for consideration of this item except staff time.
