BACKGROUND
An Emergency Operations Plan (EOP) is required for each local government in California. The guidelines for the plan come from the Federal Emergency Management Agency (FEMA) via the National Response Framework (NRF), the National Preparedness Goal, and the National Incident Management System (NIMS), and are modified by the California Office of Emergency Services (CalOES) and the State’s Standardized Emergency Management System (SEMS) for California needs and issues. The purpose of the plan is to provide a legal and operational framework for the local implementation of SEMS, NIMS, and the Incident Command System (ICS) across the entire incident management enterprise, and describe the means of managing emergencies and disasters and the conduct of business amongst all responding agencies, jurisdictions, and operations centers/command posts. This plan is required by Section 2.140.080 (Emergency Plan) of the Santa Clara City Code. The current Emergency Operations Plan was adopted on June 21, 2016, by the City Council, and was due for an update in June 2021.
DISCUSSION
The proposed updated version provides a comprehensive, single source of guidance and procedure for the City to respond to and manage significant or catastrophic natural or man-made threats, crises, incidents, or events that produce situations requiring a coordinated response. Internal and external planning partners participated in the operational area-wide planning and development process of the Santa Clara County Operational Area Jurisdictional Emergency Operations Plan (EOP) Model, which was utilized as the framework for this localized City EOP, and was reviewed by various City departments and partners. This plan aligns with current industry best practices, themes, and standards, such as Access and Functional Needs (AFN), Sustainability, Equity, and Animal Sheltering.
There are no known disadvantages to adopting the plan.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no immediate fiscal impact. The City will have the ability to apply for federal mitigation grant funds cited above which would potentially decrease the financial burden on the City after Council adopts the plan. Failure to approve the plan will make the City ineligible for federal hazard mitigation grant program funding and potentially disaster recovery cost-sharing funds, in accordance with the Stafford Act.
COORDINATION
This Plan has been reviewed by the City Attorney’s Office, City Manager’s Office, Communications, the Office of Emergency Services, Silicon Valley Power, and the Community Development, Finance, Fire, Information Technology, Police, Public Works, and Water & Sewer Utilities departments.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers.
