REPORT TO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
SUBJECT
Title
De La Cruz Boulevard, Lick Mill Boulevard, and Scott Boulevard Bicycle Improvements Project (Garcia)
Report
BACKGROUND
In 2021, the City submitted a funding request to the Community Project Funding (CPF) program, also known as Congressionally Directed Spending (CDS), for the De La Cruz, Lick Mill, and Scott Boulevards Bicycle Improvements Project. The project was approved for funding by the Federal Appropriations Committee (Attachment 1). The scope and funding amount for CPF/CDS projects is written into law via the Federal Annual Appropriations bill.
The De La Cruz, Lick Mill, and Scott Boulevards Bicycle Improvements Project (Project) scope of work includes traffic analyses and design concept analysis, public outreach, design, and construction of bicycle facilities on: 1) De La Cruz Boulevard from Montague Expressway to West Trimble Road; 2) Lick Mill Boulevard from Tasman Drive to Montague Expressway; and 3) Scott Boulevard from Arques Avenue (City Limit) to Saratoga Avenue (Attachment 2). The goal is to enhance safety, improve mobility, and reduce vehicle emissions by implementing high priority bicycle projects identified in the Santa Clara Bicycle Plan, 2018 while connecting local residential communities, schools, libraries, and major employers within Santa Clara. It is important to note that as part of the design concept analysis, vehicle lane and/or parking removals will be studied, and neighborhood outreach conducted.
The Project was allocated federal funding in the amount of $2,725,000. The City is required to provide a non-federal local match of 11.47 percent ($354,000), resulting in a total project budget of $3,079,000.
On October 10, 2023, the City Council accepted Federal Community Project Funding for the Project, authorized the City Manager to execute all documents related to accepting Federal Funding, approved a budget amendment to recognize federal funding and the City’s required local match, and created a new project in the City’s FY 2022/23 and FY 2023/24 Biennial Capital Improvement Program Budget.
It is expected that study and design for the Project will be completed and authorized for construction by the federal fund administrator - the California Department of Transportation (Caltrans) - by September 2025. All construction work is required to be completed prior to the federal fund expenditure deadline of September 2030.
DISCUSSION
City staff will introduce the Project to the Bicycle and Pedestrian Advisory Committee (BPAC) through a presentation. The presentation will include information on the Project purpose, provide an overview of the study area, improvement concepts, and describe the work plan and project schedule.
The BPAC will be invited to share input on their priorities for the corridors and will have the opportunity to ask questions about the Project schedule and process. Future outreach activities and the role the BPAC during the development of the Study will be discussed.
Project input from the Community and the BPAC will be collected in the future at the following key milestones:
• During review and feedback on draft corridor concept designs
• During review and feedback on the traffic analysis and preferred alternative
