REPORT TO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
SUBJECT
Title
Bicycle and Pedestrian Advisory Committee Calendar of Meetings for 2027 (Chair)
Report
BACKGROUND
In the City Charter, Section 1003 states that each of the Boards and Commissions of the City shall hold regular meetings as required by City Code. City Code Section 2.120.030 states that each Board or Commission shall hold regular meetings at the times and days indicated by a resolution of the City Council and may be amended by further resolution.
At the March 22, 2022 City Council meeting, the Council approved changes to the Bicycle and Pedestrian Advisory Committee (BPAC) Policy Guidelines which formalized the BPAC to better align with all other City Boards, Commissions, and Committees related to membership terms and meeting rules established within the City Charter. In addition, the revised Policy Guidelines set the dates and time of the five BPAC meetings per calendar year at 4:00 p.m.
At the December 9, 2025 City Council meeting, the Council adopted a resolution setting the regular meeting schedule and dates for the BPAC for Calendar Year 2026. The regular meeting schedule included five meetings for 2026. The Report to Council (RTC) for this agenda item acknowledged that BPAC was interested in increasing the number of meetings from five to six beginning in 2027. Staff began discussions with the BPAC Chair and Vice Chair related to the potential of increasing the number of meetings. However, no final decision has been made to-date, as current staffing levels, workload demands, special events, and the current length of BPAC meetings must be taken into consideration.
DISCUSSION
At the October 26, 2026 BPAC meeting, the Committee will review the draft resolution (Attachment 1) and meeting schedule for 2027 (Attachment 2), which includes five meetings to be held at 4:00 p.m. on the fourth Monday in January, March, June, August, and October. The specific dates are as follows:
• January 25, 2027
• March 22, 2027
• June 28, 2027
• August 23, 2027
• October 25, 2027
Further discussion with the BPAC Chair and Vice Chair will be necessary to evaluate increasing the number of meetings in 2027 and beyond. In addition, as part of a workplan topic, BPAC will discuss how to potentially reduce the length of each meeting.
