BACKGROUND

Sections 4 and 6 of the Personnel and Salary Resolution require City Council approval of new or revised classifications.  The proposed Council action satisfies these applicable requirements.

 

Revisions to Resource Analyst II (Job Code 696):

The Human Resources Department modified the class specification for Resource Analyst II (Job Code 696) to include a broader definition of qualifying experience and to reduce the number of years of experience needed to meet the minimum qualifications for the classification.

 

Revisions to Senior Resource Analyst (Job Code 771):

The Human Resources Department modified the class specification for Senior Resource Analyst (Job Code 771) to include a broader definition of qualifying experience, to reduce the number of years of experience needed to meet the minimum qualifications, and to add a substitution option for the degree requirement consistent with existing language in the Resource Analyst II (Job Code 696) class specification.

 

The modifications to Resource Analyst II (Job Code 696) and Senior Resource Analyst (Job Code 771) were approved by the Civil Service Commission on October 10, 2024. The requested approvals do not modify the salary ranges for these classifications.

 

DISCUSSION

Revisions to Resource Analyst II (Job Code 696) Class Specification

The Human Resources Department proposed revisions to the Resource Analyst II (Job Code 696) class specification to make administrative updates to the Summary section and add the Distinguishing Characteristics section, add clarifying language to the Minimum Qualifications/Education section, edit the Minimum Qualifications/Experience section to reduce the required years of experience and expand the definition of acceptable types of work experience, and to make administrative language updates to the Minimum Qualifications, Typical Duties and Knowledge, Skills and Abilities sections.

 

Resource Analyst II (Job Code 696) - with an annual salary range of $115,637.88 - $ 147,720.60. The Resource Analyst II (Job Code 696) performs supply resource planning, acquisition, and portfolio management assignments on a wide range of projects.

 

Revisions to Senior Resource Analyst (Job Code 771) Class Specification

The Human Resources Department proposed revisions to the Senior Resource Analyst (Job Code 771) class specification to make administrative updates to the Summary section and add the Distinguishing Characteristics section, add clarifying language to the Minimum Qualifications/Education section, add work experience as a substitution for the degree requirement to align with existing language in the Resource Analyst II (Job Code 696) class specification, edit the Minimum Qualifications/Experience section to reduce the required years of experience and expand the definition of acceptable types of work experience, and to make administrative language updates to the Minimum Qualifications, Typical Duties and Knowledge, Skills and Abilities sections.

 

Senior Resource Analyst (Job Code 771) - with an annual salary range of $ 140,833.08 - $ 179,529.60. The Senior Resource Analyst (Job Code 771) provides leadership and supervision to plan and coordinate electric utility supply, demand-side resource acquisition, and portfolio management.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

FISCAL IMPACT

There is no fiscal impact for the class specification modifications for Resource Analyst II (Job Code 696) and Senior Resource Analyst (Job Code 771).
