DISCUSSION
On April 6, 2023, the Stadium Manager submitted the attached Recommendation Memo along with supporting documentation, requesting approval to execute Amendment No.1 to a service agreement with ICS Integrated Communication Systems (ICS) for fire alarm testing, inspection, maintenance, and related services at Levi’s Stadium. Amendment No. 1 would provide a short-term extension to the agreement moving the term date from March 31, 2023 to May 31, 2023 and include a compensation amount not to exceed $10,000 for the extended time period.
In 2019, Stadium Manager executed an agreement with ICS Integrated Communication System for a multi-year period, commencing November 1, 2019 through March 31, 2023, for fire alarm testing, inspection, maintenance and related services at the Stadium.
In anticipation of the end of term, Stadium Manager completed a formal solicitation for a new fire alarm testing, inspection, maintenance and related services at Levi’s Stadium for a three-year period commencing April 1, 2023 through March 31, 2026 and received approval from the SCSA Board on March 21, 2023 to award an agreement to new contractor, Convergint Technologies.
The ICS agreement covered both annual and semi-annual fire alarm testing and inspection including addressing any deficiencies during the testing and inspection phase. As per the schedule, Stadium Manager and contractor conducted the annual testing which occurred in March 2023. Upon completion of the fire alarm testing and inspection, there were a number of deficiencies that need to be addressed by ICS to the next testing and inspection period. The Stadium Manager’s Recommendation Memo describes the request in more detail.
These costs will be charged as Stadium Authority Fiscal Year 2023/24 Shared Stadium Expenses (Shared Expenses) for the Engineering Department. Shared Expenses are split between the Stadium Authority and Forty Niners SC Stadium Company LLC (StadCo) per the Stadium Lease between Stadium Authority and StadCo.
