Action on Stadium Authority Bills and Claims for the Month of May 2026

BACKGROUND
Disbursements made by the Stadium Authority are based on invoices submitted for payment. Prior to payment, staff reviews all disbursement documents to ensure that the invoiced goods or services have been provided.
The Bills and Claims listing represents the cash disbursements required of normal and usual operations during May 2026. Budget control is set by the Stadium Authority Board through the budget adoption process.
DISCUSSION
At its March 10, 2026 meeting, the Stadium Authority Board adopted the Santa Clara Stadium Authority Fiscal Year 2026-27 Operating, Debt Service, and Capital Budget which runs from April 1, 2026 to March 31, 2027. Significant expenditures (greater than $5,000) paid in May 2026 include:
• Payments totaling $218,400.99 to the City of Santa Clara for the following:
o $185,570.45 for reimbursement of General and Administrative (G&A) City payroll costs (e.g., Executive Director’s Office (City Manager’s Office), Stadium Authority Counsel’s Office (City Attorney’s Office), and Treasurer’s Office (Finance Department))
o $4,348.72 for reimbursement of Stadium Authority Special Liability Claims related to Levi’s Stadium
o $4,592.27 reimbursement of G&A non-payroll costs (e.g., Stadium Authority office expenses)
o $6,129.56 for reimbursement of Capital Expense (CapEx) Project: Kubota Storage Box
o $10,215.42 for reimbursement of CapEx Project: Replacement of end of life End User equipment
o $7,320.68 for reimbursement of CapEx Project: Secure Law Enforcement Resource Area
o $223.89 reimbursement of Celebrate Santa Clara Public Safety Costs
• Payment totaling $15,756.30 to Consor PMCM Inc. for CapEx Project: Plumbing - Boilers
• Payments totaling $524,528.00 to Cupertino Electric for CapEx Project: Distribution - High Voltage (PSG 12 KV Electrical Power Study, Assessment and Replacement at Quad Substations)
• Payment totaling $1,624,473.80 to Forty Niners Stadium Management Company, LLC for May 2026 Stadium Manager Expenses, inclusive of Shared Stadium Expenses
• Payment totaling $29,644.75 to Giant Construction, Inc. for CapEx Project: Women's Locker Room
• Payment totaling $22,682.10 for Legal Services (March 2026)
• Payment totaling $39,445.19 to Jones Sign Company for CapEx Project: Levi's Naming Rights Signage Refurbishment
• Payment totaling $34,430.78 to LRG Technologies Inc. for CapEx Project: Security - General Allowance
• Payment totaling $49,908.60 to O.C. McDonald Co., Inc. for CapEx Project: Plumbing - Boilers
Names of law firms have been redacted from the Bills and Claims report. The Supreme Court of California in Los Angeles County Board of Supervisors v. Superior Court, (2016) 2 Cal.5th 282, held that invoices specifying the amounts billed by a law firm to a client fall within the scope of attorney-client privilege while the matters are active. In accordance with the Supreme Court’s ruling, the names of law firms retained by the Stadium Authority, and the specific amounts billed by each, have been redacted from the public report to maintain the confidentiality of billing records for specific legal services. The aggregate amount spent on legal services in the subject time period has been provided.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to section 15378(b)(4) of Title 14 of the California Code of Regulations in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
FISCAL IMPACT
The fiscal impact to the Stadium Authority is $2,562,082.46.

This report has been coordinated with the Executive Director and Stadium Authority Counsel’s Offices.
