Action to approve moving the location of the June 1, 2026 Stadium Neighborhood Relations Ad Hoc Subcommittee meeting to the City Council Chambers.

BACKGROUND

At the November 4, 2025, City Council meeting, the City Council adopted Resolution 25-9506 establishing the Stadium Neighborhood Relations Ad Hoc Subcommittee (Committee).  The Committee is comprised of up to three Councilmembers. The Committee was established to provide a forum for communication with residents and businesses impacted by Levi’s Stadium events, provide updates on the Major Events 2026 (Super Bowl LX and FIFA World Cup), evaluate current outreach/communication efforts.  The intended outcomes of the Committee are to establish a pathway forward for addressing neighborhood parking challenges and establish a pathway to effective stakeholder communication.

 

The Committee has held three meetings at the Northside Branch library; December 15, 2025, March 30, 2026, and May 4, 2026.   When the Committee was established, the Council directed staff to have committee meetings on the north side of the City to make it convenient for stakeholders.  The Northside Branch Library was identified as the location for the meetings and was included in Resolution 25-9506 establishing the Committee. Pursuant to this Resolution, Committee meetings are to be held at the North Branch Library.

 

DISCUSSION

The Committee needs to meet prior to the start of the FIFA World Cup matches on June 13, 2026, to provide information to stakeholders on the impacts of the upcoming event.  FIFA permits are still being processed; therefore, impact information was not finalized and available for dissemination at the May 4, 2026, meeting.

 

Staff has confirmed June 1, 2026, as the date for the next Committee meeting, however, the Northside Branch Library is a Santa Clara County voting center and will be in use for the Primary Election to be held on June 2, 2026, rendering the location unavailable for the upcoming meeting. Alternate dates are unavailable prior to the commencement of FIFA as the Northside Branch Library will be occupied by Santa Clara County from May 22,2026 - June 3, 2026.

 

Accordingly, staff is recommending that the Council approve moving the location of the June 1, 2026, Committee meeting to City Council Chambers.  If the Council approves this action staff will take appropriate steps to publish and properly notice stakeholders of the change of venue.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

 

FISCAL IMPACT

Fiscal impacts will depend on the meeting location selected by the Committee. Hosting the meeting at the City of Santa Clara Council Chambers would not result in additional costs. However, selecting an alternative venue that lacks the necessary technology to support a virtual meeting may result in additional expenses.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting. RECOMMENDATION

Recommendation

Approve waiving the requirement that the June 1, 2026 Committee meeting be held at the Northside Branch Library, which is unavailable on that date, and approve moving the meeting to the City Council Chambers.
