Action on Designating a Voting Delegate for League of California Cities 2018 Annual Business Meeting

BACKGROUND

The League of California Cities (League) Annual Conference will be held on September 12-14, 2018, in Long Beach, California.  The Annual Business Meeting is scheduled on September 14, 2018, at 12:30 p.m.

 

An important aspect of the conference is the Annual Business Meeting where the membership takes action on Annual Conference Resolutions that establish League Policy.  Annual Conference Resolutions guide cities and the League in efforts to improve the quality, responsiveness, and vitality of local government in California.  The City of Santa Clara is a full voting member of the League of California Cities. In order to vote at the Annual Business Meeting, the City Council must designate a voting delegate and up to two alternate voting delegates.

 

Article V, Section 3 of the Bylaws for the League of California Cities (Attachment 1) provides that each city is entitled to one vote in matters affecting municipal or League policy. Further, the voting delegate and alternate(s) must be registered to attend the conference, or they may register for the Friday Business Meeting only. Standard City practice is for the Mayor and/or a Council Member to serve as the Voting Delegate.

 

At the July 10, 2018 City Council meeting, the Council approved designating the City Manager as the Voting Delegate for the League of California Cities 2018 Annual Business Meeting in the event that no member of the City Council is able to attend the conference.

 

DISCUSSION

The League is requesting that the City of Santa Clara designate a voting representative and up to two alternates who will be present at the Annual Business Meeting. One of the two alternates may vote in the event that the designated voting delegate is unable to serve in that capacity. 

 

Since the City Council approved designating the City Manager as the voting delegate, Council Member Teresa O’Neill has confirmed her availability to attend.  Council Member O’Neill has been registered for the League of California Cities Annual Conference. City staff has confirmed that no other members of the City Council will attend the Annual Conference. As Council Member O’Neill is the only member of the City Council attending the Conference, staff recommends that she serves as the City of Santa Clara’s voting delegate.

 

Chief Operating Officer Walter C. Rossmann will also attend the League of California Cities Annual Conference. Therefore, staff recommends that he serve as the alternate voting delegate.

 

For this year’s annual conference, the League asks that voting delegates vote on two resolutions.  Staff will bring forward recommendations for the City’s position for Council approval on the two resolutions prior to the September conference.

 

FISCAL IMPACT

The travel cost for Council Member O’Neill and Chief Operating Officer Rossmann to attend the conference is included in the FY2018/19 Adopted Budget.

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. RECOMMENDATION

Recommendation

Designate Council Member Teresa O’Neill to serve as the voting delegate and Chief Operating Officer Walter C. Rossmann as the alternate voting delegate, to represent the City of Santa Clara at the League of California Cities 2018 Annual Business Meeting.
