Action on Designating a Voting Delegate for League of California Cities 2018 Annual Business Meeting

BACKGROUND
This year’s League of California Cities Annual Conference will be held on September 12-14, 2018, in Long Beach, California. The Annual Business Meeting is scheduled on September 14, 2018, at 12:30 p.m. An important aspect of the conference is the Annual Business Meeting where the membership takes action on Annual Conference Resolutions that establish League Policy. Annual Conference Resolutions guide cities and the League in efforts to improve the quality, responsiveness, and vitality of local government in California. The City of Santa Clara is a full voting member of the League of California Cities. In order to vote at the Annual Business Meeting, the City Council must designate a voting delegate and up to two alternate voting delegates.
DISCUSSION
The League is requesting that the City of Santa Clara designate a voting representative and up to two alternates who will be present at the Annual Business Meeting. One of the two alternates may vote in the event that the designated voting delegate is unable to serve in that capacity.
Article V, Section 3 of the League bylaws (Attachment 1) provide that each city is entitled to one vote in matters affecting municipal or League policy. Further, the voting delegate and alternate(s) must be registered to attend the conference, or they may register for the Friday Business Meeting only. Standard City practice is for the Mayor and/or a Council Member to serve as the Voting Delegate; however, when Council Members are not available, the City Manager has served as the delegate.
Alternately, the Council may request the City Manager to appoint one or more staff members registered for the conference as the voting delegate and alternate(s). The 2018 Annual Conference Voting Delegate/Alternate form (Attachment 2) naming the Voting Delegate and Voting Delegate Alternate must be returned to the League of California Cities office by Friday, August 31, 2018.
FISCAL IMPACT
The travel cost for two Council Members to attend the conference is included in the FY2018/19 Adopted Budget. However, if more than two members of the Council choose to attend the annual conference sufficient funds are available in the FY 2018/19 Mayor and Council Offices Budget.

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting. RECOMMENDATION
Recommendation
Designate a member of the City Council or a City official to serve as a voting delegate, and up to two alternates, to serve as the voting delegate in the event that the designated voting delegate is unable to serve in that capacity, to represent the City of Santa Clara at the League of California Cities 2018 Annual Business Meeting.
