BACKGROUND
The City of Santa Clara receives entitlement funds from the United States Department of Housing and Urban Development (HUD) through HUD’s Community Development Program. The funds allocated to the City are Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) funds. These funds are provided for programs and activities that benefit low-income persons and households. The HOME and CDBG funds are combined with local funding sources to assist the City’s at risk or vulnerable population.
HUD requires the funds be prioritized and allocated through a five-year strategic plan and for a report out of how the funds were distributed. Staff is now providing an update on the fund distribution already approved by Council. The City develops a five-year strategic plan called a Consolidated Plan (5-Year Plan), which identifies housing and community needs of low-income persons within the City, identifies and prioritizes resources to address those needs, and establishes annual goals and objectives to measure performance. The 2020-2025 5-Year Plan was approved by the City Council on May 12, 2020.
During each year of the 5-Year Plan cycle, the City prepares an Annual Action Plan. The Annual Action Plan provides a summary of the projects, activities, and the specific federal and non- federal resources that will be allocated to address the priority needs and specific goals identified in the 5-Year Plan. The 2024-2025 Annual Action Plan was approved by the City Council on May 7, 2024.
At the end of each program year, the City reports its progress and accomplishments to HUD. This year-end report is called the Consolidated Annual Performance and Evaluation Report (CAPER). This 2024 CAPER reports on the 2024-2025 Program Year; the fifth and final year of the 2020-2025 5-year period. Staff is requesting that City Council approve the 2024-2025 CAPER for submission to HUD on funds that have already been committed.
DISCUSSION
The 2024 CAPER, following a format established by HUD, summarizes the City's HUD program accomplishments during the program year, the number of beneficiaries, and the resources used to complete the specified activities and projects. The major accomplishments include, but are not limited to, the following:
Tenant-Based Rental Assistance (TBRA). TBRA provided rental and deposit assistance to homeless households or those at risk of becoming homeless with incomes at or below 60% of the Area Median Income (AMI). A total of 19 households, comprised of 24 adults and 23 children, were assisted. Case management services were also provided and funded through the City's special revenue funds. Funds spent: $572,849 (HOME), $102,569 (City Affordable Housing Funds), and $140,000 of City Housing Successor Funds), totaling $814,721.
Public Services & Homelessness Services. CDBG, HOME ARP and local funds were awarded to fund 14 different public service activities such as meals, legal services, senior care, landlord and tenant mediation, case management services, homelessness prevention, fair housing, housing assistance to low-income residents, mobile shower and laundry for unhoused residents, and support for survivors of domestic violence. Approximately 2,739 people benefited from these services. Funds spent: $189,600 (CDBG), $82,803 (General Fund), $110,000 (City Housing Successor Funds) $125,000 (City Affordable Housing Funds), and $27,784 (HOME ARP) totaling $535,187.
Capital Improvement Projects. Eighteen (18) households benefited from capital improvements through the City’s Neighborhood Conservation and Improvement Program and Rebuilding Together Silicon Valley’s Minor Home Repair Program. Together, these programs assist homeowners in rehabilitating their homes by addressing building/housing code deficiencies, abatement of hazardous conditions, and accessibility needs. Funds spent: $473,408 (NCIP CDBG Funds) and $183,611 (Rebuilding Together CDBG Funds), totaling $657,019.
Public Facility Improvements. ADA curb cuts/curb ramps were installed throughout the city. This project benefits disabled people who are a presumed benefit population and there is not a requirement to confirm that they are low-income. Funds Spent $534,991 (CDBG Funds). In addition, the Bill Wilson elevator project is underway and the engineering drawings have been completed. Funds Spent $10,000 (CDBG Funds).
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no cost to the City other than administrative staff time and expense to produce the 2024- 2025 CAPER.
COORDINATION
This report has been coordinated with the Finance Department and City Attorney’s Office.
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting. A public notice announcing the availability of the CAPER for review and the start of the 15-day public review period was published in the Santa Clara Weekly on August 27, 2025. The public review period runs from September 1 - September 16, 2025, and provides the public the opportunity to review and comment on the CAPER prior to HUD submission. Comments received during the public review period (including any comments presented at this public hearing) will be incorporated into the final version of the CAPER.
RECOMMENDATION
Recommendation
Approve the 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) in the form presented, subject to minor modifications and incorporation of all public comments received before the close of the public review period (Attachment 1) and authorize the City Manager, or his designee, to execute all required documents for submission of the final CAPER to the U.S. Department of Housing and Urban Development (HUD) by September 30, 2025, unless otherwise directed by HUD.
